As per established lockdown protocols, we are rescinding comm blackouts to notify you of the containment status of volatile elements at Research Station 19. Immediate danger to surrounding areas and installation personnel has been quelled. The new nature of our research and development, however, requires maintenance of quarantine procedures. Incoming and outgoing traffic to the Vaud Cloud must receive prior authorization from the DSIR or risk immediate destruction to avoid potential contamination and spread of sensitive materiel and information. Following previously established protocols, Research Station 19 will attempt to function as autonomously as possible and keep aforementioned traffic to a minimum.

Putting aside the matter of site security, Special Detachment 'Huguenot' is ready to reintegrate and serve Gallic National Intelligence faithfully. Preliminary reports have indicated a distinct need for our expertise and skillset in the Union. We would like to coordinate with the Directorate in dealing with these matters. You will find pertinent information on our unit within archives bearing a Tier-4 classification level, assuming said archives yet survive. Should they not, we are willing to explain and elaborate further.

As you can probably imagine, we were quite pleased to hear from you. The fate of Research Station 19 has been a point of contention among the Directorate since the reformation of the government and the restructuring of the GNI. Unfortunately, nobody that was still alive had any information regarding standing orders for your unit, or for R.S.19 in general. Because of this, we're going to need to ask for a fair bit of information, which will of course be Tier-5 access level only.

For starters, we need a full breakdown of current operational status of RS19, with particular consideration in regards to the R&D facilities, current production capability, and any needed supplies. We also require a list of all operatives currently in Huguenot wing and will need regular updates in regards to any staffing changes, it would be rather embarrassing for any of your people to be detained due to an out of date information. Finally, we're fine with the maintaining of the quarantine for now, as long as regular status updates about your operations are forwarded to us.

Of course. A brief primer is in order, then. The Special Intervention and Reconnaissance Detachment, designation 'Huguenot', was formed near the advent of the GRI's operational history with the development of Gallia's trade lane and jump gate technology. Our initial mandate's concern was the control of any information pertinent to such matters, especially those of alien or politically-sensitive nature. Over time, we expanded to counter sedition in a more general sense, but never lost sight of the main goal of combatting threats to Gallia on an existential level, and yet retain our focus primarily upon alien entities, human and nonhuman alike.

RS19 confirms greenlight across the board for all necessary systems. Our quarantine will have to remain in place due to our research's sensitive status, though the facilities themselves are functioning, albeit with slightly outdated equipment. Production facilities have much the same story about them, though with our containment breach ended, we should be able to resume work on weaponry and augments. One aspect which we are lacking in, unfortunately, is qualified personnel for research and development. The breach resulted in the incapacitation and termination of key personnel in xenology, robotics, and virology departments. We will have need of transfers, though do note that any transfers made to RS19 will likely not return for the foreseeable future, in keeping with protocol.

Personnel listings will be given on secure encryption channels. You will also receive a database of extant vessels in our use, callsigns transmitted, and general IFF and transponder information to avoid incidents.

We are thankful for continued enforcement of the quarantine remaining under our administration. We will keep this frequency open for updates as they come in.

Regretfully, I am reaching out to you sooner than expected to report an annoyance. It seems the Gendarmerie are growing overzealous in their mandate and attempting to order around GNI assets that lack transponders, despite being told to contact GNI for clarification. Worse still, they follow up a refusal to follow their orders with violence against GNI vessels that have already claimed to be such. Weekend warriors, however, are little match for the DSIR.

I hope you will help make the Gallic Navy see reason. I imagine they only have so many pilots to throw away.
