Owner's or organization's affiliation and a brief description of the owner's or the organization's activities: As a newly appointed CEO of Deep Space Engineering, Mr. Rolf has spearheaded a number of industrial projects that aim to revitalize the organization's production capacity and reputation in Liberty. The include a streamlined Copper refining pipeline, expansion into Pennsylvania and Kansas, and an overhaul of DSE regulations.

System and exact location for base (coordinates can be sent privately): Colorado, E3, 10K from Planet Denver (equidistant between the lanes).

Reason(s) for Construction: Platinum refining from the Galileo system, ensuring Liberty remains competitive on current markets.

Additional Notes, Comments, Questions or Requests: DSE corporate security will handle any small-scale harassment of the construction if approved. However, DSE hopes to rely on the Navy to repel any substantial efforts by anti-Libertonian organizations to destroy the installation for daring to enter the cut-throat Platinum market.
