Enter Tau-37 and you'll see it in the installations tab in your bottom left window

Thanks for the help in locating Tortuga Outpost,I found it but it says docking is restricted and I cannot dock,
what is the point of having a station that one cannot dock at,seems a bit daft!!!

I think I get it its a Outcasts base an i'm an enemy so no dock.Now do the Corsairs have such a base and if so where?

Just make an Outcast character, transfer credits, buy equipment and trade it to main ship in conn.
