Let me first apologize for the lack of contact, as I was under the assumption that this region of space was under the watchful eye of the Atacama Cohort. If this is no longer the case, or they have not contacted you to inform, then please allow me to answer in their stead.
The station you encountered is planned to be an orbital platform to provide shuttle access to the surface of Planet Veracruz, in an effort to allow scientific teams to study the planet's environment and the lasting effects from the Liberty Navy's terrifying bombardment of the surface. In a way, it is not unlike the Cambridge Institute's study of Planet Gaia, although we plan to be far more amenable to the requests of anti-exploitation advocates like your group, as I too wish to see our impact kept to the bare minimum. In furtherance of this, I am more than happy to provide the Gaians with access to the station while it is under construction. Should you require more, I am more than negotiable, and if you have any concerns regarding the station's purpose or presence, please let me know. I understand your skepticism, wholly and truly, and I do sincerely apologize on behalf of myself and the Voyagers' Society for neglecting to inform our friends in the area of our intention to establish Orbital. As a gesture of friendship, I've notified the station's docking personnel to provide service to your people should you deem it necessary to inspect the site. However, aside from providing the Society with a 'guildhall' to relieve space aboard Tijuana, I assure you Orbital will only serve as a shuttle hub to the planet for the purposes of scientific study.
See, the Society takes in people from all over and, in return for providing menial services and in some cases rent, offers them an opportunity to further their education in fields they are interested in, hone their skills, or simply to find purpose in their lives. Many of our mooring yard workers are amateur engineers and logisticians. and a good number of our station staff on both Tijuana and San Joaquin are administration majors or aspiring social workers. Lately, however, the Society has been attracting those pursuing biology, geology, and climatology, and with Veracruz so close, the planet provides an ideal locale to study these fields up-front. Thus, the Society asked its people to establish Orbital in order to help provide its newcomers with avenues to approach their aspiring fields, as well as to somewhat centralize their organization around a hub to expand on their terms. I do hope this provides a more substantial explanation for the station's purpose and need, Miss. If it isn't, I would recommend contacting either Chief White or Chief Doyle, as the project was very much their brainchild. I would also welcome your people to join any expeditions once the station is finished and the shuttle services are running, as I'm sure there are those within the Gaians that have an interest in learning more about what nature can provide, and I'm sure the Society would be quite open to cross-transfer of experiences the Gaians have had in their own efforts of this kind. If, however, you feel our reasoning is not sound enough to allow Orbital to remain, I can have the Society begin the process of dismantling the station and have it constructed elsewhere, following consultation with our friends in the Gaians, of course. I'm certain you're aware that Veracruz already hosts an orbital facility, that being Veracruz Munitions. The facility already has our blessing, and to our knowledge, the folks onboard should be amenable to doing business.
Here's my counter. You've taken our hospitality for granted, and that's no good. If Captain Harrington had his way, we'd already be dismantling your outpost, and I wouldn't blame him for that. But since you're being all polite and cooperative, we're willing to waive all the shooting and give you two options. One, we're willing to let your installation persist, but under conditions. I'm sure you remember the terms given to your by Commander Cobra, of the Alliance. They will apply to Veracruz Orbital as well. Our access to the station will be permanent and you'll update us on all research personnel making use of the facility. Barring access to people we find disagreeable obviously applies as well. Finally, as your installations are starting to pose an increased security risk in the system, you will compensate us for that. 750.000 credits, per month, wired to {S}Hawk. Two, you dismantle Veracruz Orbital and either negotiate an agreement with Veracruz Munitions to stage your operations from there, or deploy a mobile survey ship instead. Should you do that, we'll be more than happy to waive the fines and contribute some of our capabilities to the survey efforts. Let me know what you think, administrator. Firstly, I do apologize for the somewhat delayed nature of this response. I had quite the discussion with Chiefs White and Doyle about the propositions you've given, and to say there were exciting moments would be selling it short.
I am pleased to inform you that the Chiefs have made their decision, and have elected to deconstruct Orbital in favor of finding an alternative answer to their problem. While I myself am sad to hear this, as I was quite interested in partaking in one of their much anticipated survey expeditions, I also understand their desire to maintain a cordial relationship with our neighbors. To that end, they have already begun disembarking non-essential construction crew and supplies, and have begun the process of stripping the station. While I cannot say for certain how long this will take, I don't anticipate it will remain in orbit the week after this one. I thank you for your tolerance, Miss Flora. I believe eagerness paired with naivety allowed this to happen, and I once again apologize on behalf of both myself and the Society. Chief Doyle has told me of her intention to contact Veracruz Munitions by the end of the month, as well as potentially acquiring a base vessel as you've suggested.
