To whom it may concern,

Respectfully, My name is Captain James Robinson. I am the Captain of The Queen Britannia. We are a Orbital Spa and Cruise Liner.

I am writing to you today to ask if we require any special permissions to enter your space for the purpose of Refugee Evacuation from Planet Holstein. We maybe a premiere Luxury Liner but not all our missions are driven by profit.

We want to be a positive influence in every nation we enter and do things by the book even when those things may not be on the books. We have many outreach programs that we will be starting along side our Luxury routes and for Beautiful Rheinland one of these is a Humanitarian Aid program.

Humanitarian Aid is important but it needs to be done in a responsible manner and as such this is why we are contacting you today to have your blessing and permission to transport Refugees from Planet Holstein to Bretionia where they wish to be. I'm sure they are very grateful for your hospitality and care but many wish now to return to their homeland.

We would be honoured if you would allow us to ferry them away.

Herr Robinson,
There is currently no law preventing you from conducting your initiatives, as long as you follow the regulations for transporting human passengers under Article Three. Humanitarian aid is very important to Rheinland, and we welcome those who will assist the Bretonian temporary migrants on Holstein.
