Word has reached me of a mild indiscretion. I believe Mr Skirka made the rather unfortunate decision to travel home by way of Maltese territory, where he stumbled upon you. I want to take the opportunity to thank you for not killing him outright, as would usually happen. I would also like the opportunity to say that whatever you did has resulted in him becoming....resistant, to the idea of going back North.
However, I also understand you mentioned to him your desire to know a little more of what is going in in Bretonia, broadly speaking, in relation to the Corsairs. Were I able, I'd send him back into the Northern Taus as a means of reminding him of his error. However I cannot actually order him to do anything, since we are both no longer part of the Service, which itself has functionally ceased to exist.
I realize of course that this is not likely to be the letter you were expecting, nor what Skirka agreed to, for that I can only apologize. However, if there is something that I learn which might be relevant to you I will pass it on. Alternatively, if you have any other ideas on how we might repay this debt, I would be happy to discuss it.

My people have never taken kindly to uninvited guests, and at present, that sentiment is only magnified. And speaking of unwelcome visitors - perhaps you should have your former agent examined by a physician. While I consider the vast reaches of the Omicrons as my home, those from the Colonies have a tendency to return with... guests they would rather not acknowledge.

I wish to gain an understanding of how Bretonia currently operates on a cultural and sociological level. After all, recent events have struck your House in ways unparalleled elsewhere in Sirius. Surely, this must have greatly affected how the various strata of your society perceive these changes, influenced their interrelationships, and shaped their outlook on the near and distant future.
I have already learned these truths from the other side of the law, yet that is not a full picture.

Sociology and Anthropology are not outside the realm of investigation for intelligence agencies, indeed you could certainly go to less qualified people. However, as Mr Skirka has been, absent, for a time I doubt he would grasp the full scale of what has changed. Quite frankly there is likely to be only one organization who would fully understand what has changed and that would be the University of Cambridge. Yet, as you probably already know, change often outpaces even the most efficient of academics and I would not be surprised at all to learn that they have yet to conduct research on the necessary scale for accuracy.
Now I can arrange for you to meet with the academics if you like to satisfy your curiosity. Alternatively, I can arrange for you to visit Bretonia, although it will have to be as a private traveler, rather than aboard your current vessel which Skirka assures me is 'Not something I would dance with, given a chance'.
Let me know whatever you decide.
