To all Pilots of the Kusari Naval Intelligence Division and its associates.

After careful evaluation by his Imperial Shogun Yamato-san and the Admiralty Circle of the Naval Forces, following the events unfolded several weeks ago within Tohoku and with the constant expansion of the KOI's abilities and manpower in mind, the Kusari Naval Intelligence sub-division attached to the main hierarchy of the Naval Forces since the Republic era will be dissolved effective immediately. Whilst the division proved to be a valuable asset to the Republican Forces as well as the reformed Imperial Navy for many years, its semi-official mode of operation and chaotic deployment in recent times showcased that reformations are urgently required.

All and any KNI assets will be permitted to reintegrate into the standard hierarchy of the Naval Forces with appropriate ranks assigned or join ranks with the soon to be revealed successor division under my personal command. Transfers to the Office of Intelligence will be mediated on a case by case basis and any such inquiries shall be sent to me directly.

To all Pilots of the Kusari Naval Intelligence Division and its associates.

Following careful consideration and a lengthy process of internal meetings with the Shogunate, the Defense Ministry and other members of the Imperial Diet, the successor division under my command has been enacted.

The Totsugekitai Division will be directly attached to the Admiralty and Shogun command, foregoing conventional ranks. Members of this new division will receive additional privileges in regards to command over other Kusari authority units, wide reaching privileges in regards to civil traffic and the possibility to receive unconventional spacecraft and technology access normally reserved to KOI assets.

The Totsugekitai will primarily serve as the spearhead softening up enemy supply and frontlines, be it during times of war or peace times. Personnel wishing to join shall contact me directly as soon as possible.
