To the right honourable Secretary

I have received the consent of the Bretonian Home Secretary to make contact with your government as the chief officer of the Civil Defence Initiative (CDI). We are a Bretonian law enforcement organisation that is subordinated to the Bretonian Police Authority. My special constables are responsible for a range of tasks and activities intended to relieve pressure on the professional constabulary, and allow a greater proportion of their resources to be focused on high impact frontline policing.

One of the tasks the CDI has increasingly taken responsibility for is the transfer of Criminals between Bretonian population centres, domestic prison facilities, and abroad. Our work in Liberty has focused specifically on executing Bretonia's obligations under pan-Colonial treaty law, pertaining to the deportation of Liberty nationals who have committed crimes against the Bretonian state, and the extradition of Bretonian residents who have committed crimes against the Libertonian state.

Categories of criminal routinely subject to deportation include convicted Liberty Rogues and Xenos apprehended in Manchester and the bordering Independent Worlds, as well as Liberty nationals apprehended for terrestrial crimes; frequently arms smuggling, drug related offences, hacking offences, theft, or fraud.

Categories of criminal routinely subject to extradition include convicted Gaians suspected of terrorist activities in California, Technocracy suspected of terrorist activities in Liberty territories, Outcasts suspected of piracy in Liberty territories, and Bretonian residents apprehended for remote crimes; frequently money laundering, fraud, hacking offences, etc.

In order to comply with Liberty legal codes, CDI prison liners request the prior authorisation of a duly empowered law enforcement official before entering Liberty territory. To date, several such transfers have taken place in partnership with, and under the supervision of, officers of the 1st and 46th Fleets. This relationship has been fruitful and effective.

Moving forward, I am seeking to improve the bureaucratic facilitation of these transfers by securing a general permission for the Bretonia Police Authority (and sub-units such as the CDI) to enter Liberty territory without explicit prior consent. This would be limited to prison transfer vessels and associated escorts, which would be no larger than a gunboat. This would allow for transfers to be arranged directly and securely with the LPI personnel who operate the penitentiary rehabilitation facilities in Texas. This will ideally reduce the inefficiencies associated with approval processing (including housing costs for inmates pending transfer).

Upon the completion of the extradition process, the Bretonian government has proposed we utilise our passenger-rated liner to expatriate Bretonian Refugees from Houston and Erie, back to Bretonian colonies on Carlisle or Sprague. I would like to express my heartfelt gratitude to Liberty for providing homes and employment for those citizens. They had been displaced from Leeds and left destitute during the darkest days of the Gallic War, with Liberty providing them with a bastion of safety and security despite the associated economic and social costs.

This act of friendship is but one of the many enduring strands of solidarity that bind our two Houses together, and undoubtedly saved the lives of hundreds of thousands who may otherwise have perished during the bombardment of Planet New London. We would now like to play our part in addressing the burden this generosity has caused by ensuring willing citizens are able to migrate back to their parent House without incurring further cost to Liberty.
