Esteemed Government Officials,

Allow me to introduce myself -- my name is Dr. Rei Shinsato, and I am conducting research at the State Honshu University alongside my students. I would like to request a temporary permit to construct a space-based experimental station, where my most ambitious students will test their theories on extracting valuable non-ferrous and heavy metals from the Pittsburgh Debris Field. Thanks to its composition and non-radioactive dark cloud, this area is ideally suited to our research needs.

We have not yet begun construction on our experimental station, as we are still finalizing the designs for key scientific apparatus and experimental smelting furnaces. However, in the interest of fostering constructive relationships, we will seek to arrange the station’s construction with Deep Space Engineering or Bristol Constructions and Manufacturing as soon as we obtain license.

Under no circumstances will the station’s operations endanger the safety or health of civilians, even in the event of a serious accident. Its planned location is far from trade lanes, and no explosive or fissile materials will be kept on board. Furthermore, the station’s design will allow for straightforward deconstruction at the conclusion of its operational period, in full compliance with the most rigorous industrial standards of the Kusari Empire.
