This Penalty Charge Notice serves as a formal issue of charges associated with criminal conduct. Paying this notice within a 7-day period will discharge this notice and all associated liabilities. Payments can be issued to CDI)Revenue.

Let me get this straight – you're sending us a parking ticket after your boys tried to arrest our operatives for breathing too aggressively in Leeds? That's cute. Real cute. While we appreciate Bretonia's creative interpretation of interstellar law, allow me to clarify a one point in good old Liberty English. "Military intrusion"? Last I checked, Leeds ain't exactly Zone-21 – more like that sketchy back alley where everyone goes to buy knockoff neural nets. If we wanted to spy on Bretonia, we'd at least pick somewhere interesting. As for "disobeying orders" – our operatives take orders from Liberty commanders, not some jumped-up rent-a-cop waving a badge he probably printed at a kiosk somewhere in Manchester. Thank your lucky stars we're too busy dealing with real threats. Payment has been processed via routing number from LSS|Whitehawk, with the memo line: "For Bretonia's hurt feelings - get better guns".

Should any Bretonian official reference this payment in future negotiations, we reserve the right to: publicly release the guncam footage of your constable screaming like a Portsmouth shipyard worker during said "armed assault" and invoice the CDI for wasting 0.13% of our annual coffee budget.

Given the seriousness of this matter and having conferred with the Home Secretary, this case has been escalated directly to my office.

The payment of this penalty notice has discharged the criminal liability your officers had incurred by breaking Bretonian law. This means the Crown Prosecution Service will no longer be seeking a custodial sentence. Despite this, we still have grave concerns about the cavalier attitude adopted by your organisation, and your reckless disregard for the legal norms of your purported allies.

It is a long-standing requirement of law in both Bretonia and Liberty - enshrined in the Boorman Treaty, no less - that the sovereign territory of each House will not be infringed by foreign military or intelligence assets without the consent of the host state.

Regardless of your feelings on the matter, Leeds is recognised as sovereign Bretonian territory by Liberty, as is Manchester and Newcastle. The LSF does not have permission to deploy assets into Bretonian territory or conduct operations there without the prior authorisation of the Bretonian government or appropriate law enforcement officials.

Bretonia and Liberty have a long and storied history of military cooperation which was built upon a foundation of mutual trust. Had the LSS simply requested transit rights, these most likely would have been granted without controversy.

As it stands, your agents were caught trespassing, repeatedly disobeyed a constable's orders, and then opened fire on said officer. This conduct is frankly beyond the pale and a disgrace to both your oath of office and parent House.

For the avoidance of doubt, LSS are prohibited from entering Bretonian space until further notice. This message has been copied to Liberty's Secretary of State for their reference and comment.
