Wrong place to discuss this and to answer, they are simply a npc faction that is similar to Military, but only based in Thuringia system. By pressing F8, you will see them in the reputation sheet.
It says this:

You don't. The area they guard is a restricted military zone. The intention is that you get shot if you are not supposed to be there.
