hello what is the biggest buyable civilian ship ,is there something like a battleship or carrier,there was a bustard civilian carrier before

It's still there, but it is built on a POB.

Bustard is still the largest, if you don't count the Barge. Though I'm not sure the Barge is even flyable by Freelancers.
There's also the Hegemon and the Archon miners. They have BC guns so they've got some teeth, though the Hegemon lacks shields.

The Bustard is still the largest ship available to civilians, however it can no longer be bought from NPC stations but has to be build at player-owned bases (POBs). It is very expensive now, too, and classifies as battlecruiser.
