Is it possible, through RP, to get new technologies approved on a small scale? Like prototypes fitted to specific ships?

Yes, it is possible.
Players and factions have been SRPing new equipment for their ships. Still, these items are most likely to be balanced as sidegrades - offering something different from existing equivalents, but not serving as clearly superior gear.

That's what I was hoping for. I had some ideas for snub size cloaking devices that would be slightly different. If I understand cloaks properly. As well as a few other things.
