[Equipment/Server Config] Brigands/UC/Maquis Tech Cells - Lord Caedus - 06-14-2025

Bug: Brigands/UC/Maquis Tech Cells
Reproduction Steps:
- Go look at the tech cell for the Maquis ships and notice that it also includes Brigands and Unione Corse ships
- Go look at the tech cell for Unione Corse weapons and notice that it also includes Brigands weapons
- Realize that this means that the Unione Corse and the Maquis can use each others ships and weapons despite being hostile to each other.

Additional Information: This should be a fairly simple fix, where the "Brigands" weapons get moved to the Gallic Unlawful weapon cell, which would allow all three groups to use them, but keep the UC and Maquis from having a shared cell. The same needs to happen for the ships, with the Unione Corse and Brigands both getting their own ship cells to prevent the UC and Maquis from being able to use each others ships as well.

Maquis and UC NPC factions are neutral to each other and their faction diplomacy infocards don't seem to mention each other either...
