Noble servants of our Emperor,

I must apologise for the hastiness, however I am writing this short message as the Haruna makes way for Junyo orbit; A most concerning situation has developed, with the Liberty Navy already on the move and deploying battleship-class vessels beyond the Colorado frontier.

I have spoken with one Admiral Boehm of the Liberty Navy on the situation; he has been most cooperative. Attached are these talks, as are the incident logs from one of our ships present. I will provide an update on the status of the other fightercraft as soon as it responds to my transmission.

I await your recommendations on how best to proceed further.

Lord Protector.

After careful considerations, we recommend to continue as planned.
We shall bolster our defense forces and send out standard patrols into Galileo to deter criminal activity and safeguard our citizens.

These one-sided provocations and deliberate misinterpretations of the Boorman Treaty to "justify" the deployment of heavy warships for anti-piracy operations reads but like an instruction guide on how to try and paint yourself as the victims of eventual aggressions. Whilst the Boorman Treaty does permit for anti-piracy operations, there is no strategic sense in the deployment of Overlord-class vessels or similar to counter Xenos or Lane Hacker activity. It is a cheap attempt to bait a forceful response by us and then paint us as aggressors. We will not fall for such simple minded tricks.

However, we do not believe that this course of action is followed in unison by Liberty's forces and can be tracked down to selected actors. We must remain wary of further attempts of transgression by them and respond with firm condemnation and continued Naval Forces presence in response to their actions. We should refrain from provocative gestures ourselves and keep heavy asset movement within Galileo limited to emergency response only.

The current worst case scenario imaginable is a clash over mining operations conducted by either sides corporate entities, worse even by two operations colliding in schedule. We will face a most tense stand-off providing the easiest window of escalatory steps possible then, as we have to safely assume that any DSE operations will be escorted by Liberty forces. I will see to instruct KOI elements to figure out when and where Deep Space Engineering operates in the region to avoid a "meeting" between Keiretsu elements under Naval Forces protection and their ships whenever possible.

Operational detailing within Galileo - not including the decision to deploy heavy assets - is on you for the time being, Lord Protector. The Nagato and its escort forces are currently relocating and meeting up with the Myoko's training forces to coordinate and provide support when required.

Admiral, Most Esteemed Shogun Yamato

As Lord Protector of our great and sovereign Empire of Kusari, I must report that another border incident has occurred. Only a mere few hours have passed since, but from initial reports it appears that the Liberty Navy has once more opened fire on our forces and caused great damage to our patrolcraft. I shall speak with our brave pilots within the hour, for they have stood firmly against the Republic yet again and deserve but praise. Whilst they may rest, we, great men of Kusari, must now act, and so I come before you to also report that Plan Hikari has been activated. There can be no peace with the Republic of Liberty, and we shall find but disappointment in holding out for a diplomatic solution. It is, therefore, my advice that the Empire's diplomatic and economic apparatuses focus their efforts on mobilizing our full strength at an even more hurried pace, and on communicating with both Bretonia and Rheinland such that they do not intervene.

It is with most unfortunate that Liberty has chosen the path of conflict, but if our history has anything to teach us, that is that going down without a fight will cause irreparable damage to our society. We cannot remain idle, and it is by force that we shall find peace. I take full responsibility of our actions at the border, and do solemnly swear to deliver unto Kusari, in our finest hour, a grand victory, for there can be no other outcome.

Admiral, and honorable Shogun, I put my full trust in your support in the days ahead, and hope that all of Kusari shall march with us into battle. For the Emperor, and may we succeed in this trial to come.

I have been briefed about the circumstances leading to this.
Others might see an unfortune turn of events, a miscommunication or an accident being the cause of this but the presence of the LNS-Yorktown - and the confirmed violation of our sovereign space to "seek our attention" speaks otherwise. This is a deliberate move by the Liberty Navy to provoke and seek escalation behind a thinly veiled excuse of 'seeking diplomatic discourse'.

The Republic of Liberty desires to escalate matters and we are convinced they'll be utilizing a path of "necessary steps" in "defense of Liberty's interest", whilst in reality having caused the escalations themselves through actions such as these. More are to follow and we are to react accordingly and fiercely. His Imperial Shogun is already meeting up with representatives of the Diet and we've entered preparation phase II.

Proceed with Plan Hikari, Lord Protector. I will be assuming command over the 5th Major Fleet, the 2nd Home Fleet and the dispatchments being readied coming from the 7th Major Fleet and the New Tokyo Naval Garrison District. If the Republic of Liberty truly desires war, we'll be more than ready. Expect news either through Shogun Yamato or the Kusari Diet regarding both the status of the other colonies stance and new regulations applicable for the Shikoku system.

Plan Hikari resulted in a disaster. The hows and whys are being drafted and presented to me shortly. We will have to discuss these matters in private within the coming days.

For the time being, I will release you from your duties as strategic command.
Your new orders are plain and simple, aligned to official orders soon to be released:
  • Establish a secured corridor around both Jump Gates forming our borderline. If you deem it necessary to establish a forward installation, you are to arrange Keiretsu assistance yourself.

  • Prepare all units under your command to interdict any and all Libertorian vessels attempting to exfiltrate Optronics or Quantum Multiplexors out of Kusari. The same will apply to any other vessel found carrying these goods within the Shikoku system, minus Samura and Kishiro vessels of course.

  • Additional strict trade regulations will be introduced. Any and all vessels coming from and going towards Galileo will be subject to extensive search operations. Any vessel raising suspicions may be boarded and steered to the Tsukishima Yards. These are orders of my own, I will not bother our policy makers nor the Shogun over something as trivial as legal matters when national security is at risk, especially not as ยง II-2 of the Imperial Stellar Codex suffices for this arrangement.

  • As by the wish of his Imperial Shogun, Yamato-sama, you are the person to draft a concrete plan to board Deshima Station and forcefully evict all Libertorian representatives. The Bounty Hunter Guild may remain, I do not like the prospect of their continued operations in these times but their services may still prove to be of undeniable value to keep the lesser scum under control.
