As per instructions handed down to me, Attaché Jumon Okashima, by our Foreign Ministry, myself and my wife Yumie Okashima, have departed to meet up with a representative of the so-called "Technocracy of Auxo" on the 23rd of July 835 AS.

The meeting took place between 16:06 and 18:27 Sirian Standard Time within the Baffin system, aboard a Judicator-class warship (A Liberty Insurgency vessel, Callsign: A/)-ACV-Halcyon) operated by the Technocracy. Our host was Navarch "Leviathan", whom we were informed is known to the Foreign Ministry already.

In alignment with the repertoire of questions prepared by the Foreign Ministry, we managed to extract valuable information about the Technocracy which should aid the Ministry in its decision making processes. Before we enter the detailed list, we wish to note that the Technocracy vessel hosting us was attacked by two hostile entities otherwise classified as Nomads. The Technocrats managed to deter the attack and our carrier vessel, the Kudokuten, was able to evacuate before ending up in the line of fire. We urge the Ministry to inform the KOI about this incident and cross reference the likelihood of such attacks to repeat around the Barrier Passage.

As for the discussions held with Navarch Leviathan, here are our key takeaways relevant to the Empire:
  • The Technocracy of Auxo began as a splinter cell of the Core and whilst its current composition diversified, a significant part are skilled ex-Core pilots and thus militarily experienced.

  • The Technocracy of Auxo and the Kingdom of Bretonia were once on cooperative terms surrounding the Gallic threat, with the former being employed as mercenaries by the Bretonians. Relations allegedly deteriorated when Bretonian forces led by the SIS, alongside Gaians, breached their home in Inverness and tried to root them out.

  • The Technocracy of Auxo has a significantly strained relationship to the Republic of Liberty. Navarch Leviathan explained that the LNS-Cincinnati is the main cause for this. An Overlord-class which was allegedly captained a disgruntled Libertorian Vice Admiral whom refused orders to retreat from the Magellan system during the height of the Gallic Invasion, the Technocracy assisted the Vice Admiral with a mutiny and the subsequent theft of the vessel. They claim to have returned the vessel during negotiations led by Bretonia prior to their relationship also souring.

  • The Technocracy of Auxo further admitted to have been a close economic partner to the Commonwealth of Liberty and that the Republic of Liberty perceives them as part of the Commonwealth/Insurgent Remnants. The integration of former Insurgency personnel is highlighted by the very type of vessel utilized to host this meeting. Navarch Leviathan also admitted to having been a citizen of the Commonwealth, indicating that high ranking personnel of the Technocracy are aligned to the former Insurgency and its micro-state.

  • The Technocracy of Auxo was on cooperative terms with the Crayter Republic, over the Gallic threat, prior to the Order allegedly influencing Crayterian decision making followed by the Crayterians marking them as hostile targets. We advice the KOI to check this, as ties to the Order could explain some of the Crayterians past decisions.

  • The Technocracy desires free market and docking access, offering mainly 'scouting data' and 'internal information' on the Republic of Liberty in return.

  • As self-proclaimed ideal, the Technocracy perceives itself as "collector and preserver of all kinds of knowledge" by the principle of "Not by force. Not by violence. By an open, offering hand." - This is severely contradicted by their work as mercenaries and continued threat perception by the other colonies.

Conclusively, whilst the figure of Leviathan made for a nice conversation partner, my suggestion to the Foreign Ministry is clear:

Any formal contact to the Technocracy of Auxo is a liability to the Empire and could be perceived by the Republic of Liberty as collaboration with Insurgency Remnants. The Ministry should consider revising their legal status and elevate them from 'Unwelcome Entity' to 'Threat to the Empire's interests' and ensure that no Technocracy influence can gain a foothold in or around Kusari territory.- Hannya
