[Server Config] Ithaca commodity sales busted - NOVA-5 - 07-25-2025

Bug: List the thing that is wrong. Keep it short
Reproduction Steps:
- Step 1 Dock Ithaca to buy goods
- Step 2 Get ERR Base will not sell goods
- Step 3 Try again to see no commodities at all in base

- Step 4 Try conn to find it says you're in a player base

Unable to replicate this issue. If you can send me some more details (type of cargo purchased, etc) or replicate this issue again yourself, let me know and I'll re-open this report.

This happened twice that same day, honest i wasn't trying to buy Slog or anything.
Since then it hasn't happened again when visiting multiple times after to not buy drugs of any kind!
