I would like to clarify one matter in advance: the reason we are now integrating your world into the Republic is not because you sabotaged our satellite. You had no reason to do so. After all, the equipment has been in place since the construction of the docking ring and spaceport, and apart from a few insignificant incidents, you have never attempted to damage it. We know perfectly well who was responsible for the sabotage -- former Insurgents and other criminals, who had been hiding on your world, exploiting your hospitality while actively mocking our justice. We initially attempted diplomacy to punish them for their crimes, but it failed. Your beautiful planet simply cannot become a safe haven for the pirates, terrorists, traitors, or other criminals.

A short in-person meeting is possible in my office on Planet Erie -- provided you are willing to go through all the necessary security procedures, of course. I do not typically receive visitors, but in your case, I am more than willing to make an exception.

The most challenging period for us was at the very beginning, when -- although not the majority -- at least a significant portion of the population stood directly or indirectly against our efforts to apprehend the fugitive Insurgents. Today, the situation is entirely different: we have dismantled most of their cells, and the people are mostly on our side as we are bringing normalcy and predictability into their lives.

You are correct in saying that we may never entirely rid ourselves of them. Some radicals are capable of resisting for years in pursuit of their ideals, living in remote caves on nothing but water and lichen. We may not catch them all, but at this stage, that is no longer the most crucial objective.
