Bug: Wendigo (Central) ID has no /setiff spoofing options
Reproduction Steps:
- Buy ID
- All the usual factions that are available for spoofing are hostile.
- Cannot setiff since they are hostile.
Additional Information: Suggested (in line with KuWild) - Zoners, Independent Pirates, Freelancers, Liberty Security Force

The criteria for /setiff seems to be to have at least 0.8 rep with the desired faction. Wendigo IDs provide that with the Wendigo faction and the Vagrant faction.
Anyway, I'm not sure why Kusari Wild permits 0.8 with Zoners, Pirates, and Freelancers, when it looks quite so hostile with the rest of Sirius. I don't think it includes LSF, but it does do KOI.

I've been pointed to https://discoverygc.com/forums/showthread.php?tid=206713 which explains this, and we think Wendigo should go on the list alongside Wild.

I have changed the rep hacks on the 3 Wendigo IDs to permit up to 0.9 rep with Zoners, Pirates, and Freelancers.
