Preamble
In recognition of the volatile yet interdependent nature of operations within the Ontario Star System and the Sirius sector, and in acknowledgement of the mutual interest in avoiding needless conflict, the Xeno Alliance and the Lane Hackers of Ontario do hereby enter into this compact, henceforth known as the Peary Pact. This instrument establishes terms of non-aggression, reciprocal duties in the face of external aggression, and clear boundaries for sovereignty and neutral space within Ontario for the preservation of stability, autonomy, and tactical cooperation.
Article I — Territorial Sovereignty
1. The Ontario Star System is recognized as the sovereign domain of the Liberty Free Republic (LFR).
- Except as set forth in Article II, all planets, moons, orbital installations, stations, trade routes, asteroid fields, and other fixed or definable locales within the Ontario Star System shall be held as LFR territory and administered by LFR authorities.
- Nothing in this Pact shall be read to abrogate existing LFR civil jurisdiction within LFR-held territory unless explicitly stated herein.
Article II — Independent Quadrant
- The coordinates commonly referred to as Foxtrot 3-4 and Golf 3-4 (the “Quadrant”) are designated Independent Space.
- Independent Space shall not be routinely patrolled, garrisoned, taxed, or otherwise administered by the Alliance Militia.
- Independent Space shall be treated as a neutral enclave and sanctuary for those operating under its customs, subject to the limitations and conduct provisions of this Pact.
Article III — Non-Aggression
- The Alliance Militia shall not undertake hostile, coercive, or punitive actions against Lane Hackers, their vessels, or installations that are in compliance with this Pact.
- Lane Hackers who declare formal adherence to the Peary Pact and observe its terms shall be afforded safe passage, non-interference, and diplomatic recognition by the Alliance Militia within LFR space.
- Lane Hackers who refuse to declare adherence, who actively violate material terms of the Pact, or who undertake hostile acts contrary to the interests of Ontario and its signatories shall be deemed hostile and may be engaged in accordance with LFR rules of engagement and Alliance defensive doctrine.
Article IV — Mutual Defense Obligations
- E-War Support:
In the event of invasion, incursion, or external aggression against the Ontario Star System, Lane Hackers who have opted into this Pact shall provide reasonable electronic warfare (E-War) support to the Alliance Militia to disrupt, degrade, or deny hostile capabilities directed at LFR or Alliance assets.
- Protective Assurance:
The Alliance Militia shall act to preserve and, where necessary, enforce the continued independence and neutrality of Foxtrot 3-4 and Golf 3-4 from external powers. Such measures may include interdiction, patrols at periphery coordinates, and tactical deterrence operations targeted at third-party aggressors.
Article V — Conduct and Limitations within Ontario
- Lane Hackers shall refrain from piracy, sabotage, extortion, or attacks upon civilian populations and critical infrastructure within explicitly designated LFR territory, excepting only acts lawfully taken against hostile forces that imperil the Quadrant or the System.
- The Alliance Militia shall refrain from interfering with routine Lane Hacker operations that do not contravene this Pact or threaten LFR security.
- Smuggling, unregulated trade, and other shadow activities may persist within Independent Space so long as such activities do not materially destabilize the Ontario Star System.
- Neither party may transfer, sell, or otherwise cede control over the Quadrant to an external sovereign power while this Pact remains in effect.
Article VI — Liaison, Communication & Intelligence Sharing
- Each signatory shall appoint an authorized liaison officer and an alternate to maintain a secure communications channel for notifications, escalation, and coordination during peacetime and conflict.
- Where practicable and consistent with operational security, the parties shall exchange timely intelligence related to imminent external threats directed at Ontario and Independent Space.
Article VII — Dispute Resolution and Breach
- Disputes arising under this Pact shall be submitted in the first instance to the designated liaison officers for remedial dialogue and, if required, to a neutral arbitrator acceptable to both parties.
- A material breach of Articles III or V by either party constitutes grounds for unilateral termination after written notice and a seven (7) standard day cooling-off period during which non-aggression shall remain in effect unless immediate danger compels otherwise.
Article VIII — Duration, Amendment & Force Majeure
- This Pact shall remain in effect indefinitely unless abrogated by mutual written consent or terminated in accordance with Article VII.
- Amendments to this Pact must be mutually agreed and recorded in writing, signed by authorized representatives of each party.
- In circumstances of extraordinary force majeure (cosmic events, systemic collapse, or overwhelming third-party intervention), the parties shall act in good faith to preserve core protections of the Quadrant and to resume diplomatic engagement as soon as practicable.
Article IX — Spirit of Cooperation
The Peary Pact shall serve to maintain mutual liberty, and thereby sentence all tyrants to death as is appropriate.

The Circle has gathered! And discussed! And some of it was even productive, it wasn't all snacks and weed and afterpartying. So here's our counterpoints, best as I can sum 'em up:
- We want the Independent Quadrant to be specifically the Lane Hacker Quadrant, with all sovereignty rights reserved to us, and we want it expanded to encompass the whole North Ontario Debris Sea. Yea that includes Orillia.
- We want a basic right of safe passage for all Lane Hackers through Ontario regardless of if they explicitly abide by the pact or not. Basically, someone being a lil' shit? Last offer is get the fuck out, not eat vacuum.
- We want an equivalent guarantee that the Alliance won't go gunning down our suppliers in the same terms we won't go gunning down yours as per V.1.
- We want first dibs on Ageira tech in the system. No offense to y'all but you'll probably agree you're not exactly qualified to handle that sorta material, and you've seen the kinda shit that can happen if its not handled right, like in Dublin.
- We don't like V.3 straight up. It's too vague, and if some shitass feels like interpreting it too strictly it's gonna cause problems. I'd say axe it, but you're the one writing this thing.

I'm Adjutant Oscar Bancroft, and with the Commander on leave I'll take over these negotiations for the time-being. Naturally, this will only be put in force on his return on the 28th of this month, and only after mutual assent is confirmed.
Let's go point by point, shall we?
Your first suggestion makes logical sense. The quadrant would in effect belong to you, therefore it should be defined as yours. The reason this is not the case though is optics. It would be counterproductive for a fledgling state that just secured some semblance of territorial integrity to start consigning away entire tracts of the said territory to other parties. Especially so if it began acknowledging claims for sovereignty within those borders. So while this would make sense, it would undermine the LFR's hard fought victory by signing away a portion of the system. This is why, I personally believe, that the best compromise is in fact the independent designation. You would remain in defacto control, have assured rights, and the Alliance Militia is barred from entry unless and until you request it to restore normalcy.
Two. I can respect and even fully endorse being reasonable with your fellow man. But the fact of the matter is that the way this point would operate is to allow Militia forces to proactively engage Hackers or other elements who have proven to act with ill intent. Such as by already engaging the Militia or its allies on other occasions. This clause does not in fact permit the Militia to simply eject people who are in spiritual opposition to the Pact while being in technical compliance. I hope this makes sense, but I can elaborate with illustrations if necessary.
Regarding your third point, may I please request that you furnish us a list of your current suppliers? This way I can accurately determine the associated difficulty and risks of enforcing restraint on combat patrols. Alliance Militia pilots have an enshrined right to on-duty discretion, unless and until a commanding authority overrides this discretion with enacted policy.
Your fourth point requires no response. We can incorporate this easily enough, provided you give us the right to issue counterclaims and seek redressal.
And lastly, I believe the issue in your fifth point can be resolved by introducing explicitly particular instances where such activities would be considered detrimental to the LFR's integrity. Such as the trade of activated artifacts. Which although rare and unlikely could result in situations worse than Dublin, as you rightly pointed out as being the consequences of ignorance.

With regard to your second, we understand, and foresee no difficulty in enforcing a degree of restraint upon militia pilots assigned to patrol duty across Ontario. You fought alongside these men, and this is not so easily forgotten.
To your third, while the Zoners, Freelancers, and even the people of Malta would prove not so problematic to exclude from prejudice by patrols, the Junkers, Hogosha, and ALG would not fall under such a category.
Even if the Commander was to agree to this, the Free Council most assuredly wouldn't. There are active conflicts with these parties which preclude any form of detente. I'm afraid I have to disappoint you here by admitting that there is no compromise that I'm authorized to present on this subject. You would naturally not be prohibited from continuing to rely on these parties for shipments. But if they are caught, then interdiction and ejection are likely.

Article VI — Liaison, Communication & Intelligence Sharing
- Each signatory shall appoint an authorized liaison officer and an alternate to maintain a secure communications channel for notifications, escalation, and coordination during peacetime and conflict.
- Where practicable and consistent with operational security, the parties shall exchange timely intelligence related to imminent external threats directed at Ontario and Independent Space.
Article VII — Dispute Resolution and Breach
- Disputes arising under this Pact shall be submitted in the first instance to the designated liaison officers for remedial dialogue and, if required, to a neutral arbitrator acceptable to both parties.
- A material breach of Articles III or V by either party constitutes grounds for unilateral termination after written notice and a seven (7) standard day cooling-off period during which non-aggression shall remain in effect unless immediate danger compels otherwise.
Article VIII — Duration, Amendment & Force Majeure
- This Pact shall remain in effect indefinitely unless abrogated by mutual written consent or terminated in accordance with Article VII.
- Amendments to this Pact must be mutually agreed and recorded in writing, signed by authorized representatives of each party.
- In circumstances of extraordinary force majeure (cosmic events, systemic collapse, or overwhelming third-party intervention), the parties shall act in good faith to preserve core protections of the Free Economic Zone of Orillia and to resume diplomatic engagement as soon as practicable.
Article IX — Spirit of Cooperation
The Peary Pact shall serve to maintain mutual liberty, and thereby sentence all tyrants to death as is appropriate.
