[Systems] Omicron Kappa Battlezone won't spawn npcs - YenExios - 10-07-2025

Bug: Omicron Kappa Battlezone won't spawn npcs to fight each other.
Reproduction Steps:
- Be in Omicron Kappa
- Fly to Battlezone in D4
- Wait for a while
- Be sad there isn't a big space battle
Additional Information: Battlezone infocard seems to be missing as well. Image

The marker is ew06_battlezone_marker01
There used to be a zone_ew06_battlezone but that's gone now.
@jammi and @Antonio should be able to shed some light on this as they were working on it in August.

I spoke with Antonio and am removing this battlezone. Antonio removed the encounters because they were not working properly, and it was adding to the battlezone powercreep when delta had one next door.
