You can trade cardamine but it's still against the law as far as I can tell. They might let you get away with it 'for research purposes' if you have a couple of hundred and are RPing research, but if you're using the ID to make money running cardamine from malta to manhattan, I don't think that will go down so well.

you can't dock on malta with a researcher id. It is an unlawful base and id only lets you dock on these unlawful bases: junker or order bases
