Proposal for Permission to Build/Create a Hospital Facility for Med Force Enterprises (henceforth MFE) dated 11/11/835 AS

Owner's or organization's affiliation and a brief description of the owner's or the organization's activities: We are passionate about making a meaningful impact in the medical field using our skills and expertise to contribute to benefitting the human race and to improve healthcare in the Sirius Sector. As a not-for-profit, not-for-loss medical corporation, MFE is dedicated to providing exceptional medical services and humanitarian aid to those in need.

System and exact location for base (coordinates can be sent privately): This application requests permission to construct (or repurpose an existing structure into) a new hospital facility within Liberty Space. Our organisational structure and finances would preferentially lead us to repurposing an existing legal base within Liberty space. Thus exact location is yet to be determined but our aim would be in New York, Texas or California, your main population areas.

Reason(s) for Construction: This facility will aim to provide easy access to the expertise of MFE considerable medical and healthcare services. It will also have a secondary function to, under Liberty scrutiny, function as a distribution point for some of the less easy to access medical items from throughout space.

The proposed hospital will be equipped with the latest medical technology, including emergency care, surgical units, outpatient clinics, diagnostic laboratories and rehabilitation services. The facility will employ qualified healthcare professionals, including doctors, nurses, technicians, and support staff, committed to delivering high standards of care. We believe this development will significantly benefit the population of Liberty and enhance their lives by reducing travel times for medical care, by introducing advances in medicine gleaned from Border and Edge World systems and by increasing overall healthcare capacity.

This hospital will not only improve healthcare access but in addition stimulate local economic growth by creating employment opportunities during both the construction and operational phases. Furthermore, improved health outcomes can contribute to overall community wellbeing and productivity, the influx of economic benefits associated with a medical facility should boost the regional economy of Liberty. In the fullness of time there is no reason this would not develop into a haven for medical and healthcare students to finish their training, and professionals to update their standing under the auspices of MFE Academy staff and transfer programmes.

Additional Notes, Comments, Questions or Requests: We realise that this may come as a surprise request emanating from an organisation originating from Zoner influences however originally established as Zoners, our members soon realized that their noble work set them apart even from their fellow Zoners. The extensive knowledge, unwavering dedication, and exceptional expertise possessed by our members have garnered significant recognition and demand. Adhering to the principles of the Hippocratic Oath, MFE places great emphasis on avoiding conflicts whenever possible. Our primary objective is to solemnly preserve lives, provide assistance to those in need, and educate those who seek medical enlightenment. MFE is a distinguished collective of medical specialists and scientific researchers spread across the regions of Sirius and Gallia and includes prominent individuals such as Hans von Goeben, Isabella Saito, Jill Xi and our CEO and Founder John "Doc" Holliday.

As this request is of a somewhat different nature than usual, we would welcome any extended dialogue you wish to unpack the proposal. Good day, we realise that an office linked to the great house of Liberty is probably busy and also potentially having some rest over a traditional holiday period. We were however, wondering about the position of our "Proposal for Permission to Build/Create a Hospital Facility for Med Force Enterprises dated 11/11/835 AS, Full Application

We also acknowledge that the proposal itself may raise some concerns and we would be delighted to answer any specifics.

If, in the first instance, a permanent station is your main concern we would be more that happy to station a mobile facility using a converted Liner or Barge. This would allow a full trailing of the situation from your perspective to ensure no problems are being introduced to your sovereign territory.

If this approach is more amenable then we would suggest placement in the vicinity of West Point Military Academy where the proximity of access to Pennsylvania and thus Zoner presence is "normal" and Government observation is facilitated. If New York is too sensitive then possibly near Planet Houston in Texas where Liberty military and police presence is high.

As you are aware we have an application regarding moving into facilities within Liberty Space, we now have a potential establishment willing to lease with potential to purchase within Texas. Increasing tensions and recently leaked information does seem to increase the potential for conflict and, to our minds, increases the need for our outlined medical facilities.

In recent times Med Firce Enterprises have embarked upon a trajectory that has set them apart from their fellow Zoners. It is hoped that this differing stance gives Liberty confidence in our approach. This in turn may help provide a stepping stone for Liberty and more traditional Zoners to move on from past Zoner conflict by utilising our unique organisation.

If a full base is the stumbling block we are more than happy to bring in a temporay Hospital Ship, close to the potential base site and trail how it fits into your needs, both economically and socialy.

I must apologize for the lack of communication from my office, I was temporarily indisposed due to a medical emergency and your paperwork got lost in the shuffle while I was unavailable. That aside, I cannot find any reason to deny Med Force Enterprises the right to build their own base in a location of their choosing, as long as we are notified with an up to date application in this channel, so you do not need to lease one from a third party.

Thank you for your reply, we hope the medical problems are passed, if needed we would be happy to offer medical advice linked to the recent medical emergency. We are looking forward and are enthusiastic to be entering a new phase, hopefully the benefits will exceed our outlined expectations.

As finances are often important to clarify at the start of any relationship please find the deposit of the required fee to your banking facilities.

Location wise we still stand by the logic of one of our original proposals, if agreeable placement in Texas, avoiding your capital system but still an area that is used to our shiptypes and thus causing little surprise. We envisage a placement out from Planet Houston about 10 K past Austin Depot, approximately here close to your Naval and Police presence to avoid any hint of suspicion but also visible enough for traffic to utilise the facilities.
