Project Toyotomi is representative of a shift within the Defense Ministry, urging for the fortification of secondary regions in light of the upcoming near inevitable conflict with the Republic of Liberty. Following the heightened importance of the New Tokyo-Hokkaido-Tohoku corridor, thanks to the KOIs and Kishiro's rapid advancement in Jump Drive technology and the Field Trials Phase IV of the Jump Bridge currently connecting Hokkaido to Tohoku, the loss of Fort Wakkanai five years ago came back into focus.

As a direct result to the withdrawal of the IKN-Sado, Fort Wakkanai fell to a joint Dragon and Golden Chrysanthemum terrorist attack and has since remained as a wreckage. The Admiralty aligns with the Ministry's viewpoint that a replacement is long overdue. This replacement is the embodiment of Project Toyotomi; The construction of a fortified mid-sized Outpost acting as both a staging ground and logistical support hub for the Jump Bridge Project and by extension Tohoku itself.

Whilst the exact requirements to Toyotomi Outpost are still being drafted, the initial survey of a potential location and the current state of the Fort Wakkanai wreck have concluded the following:
  • Toyotomi Outpost will be established in grid sector F4 in vicinity of the derelict trade lane ring.
  • Salvaging Fort Wakkanai is deemed cost and time ineffective and shall be postponed until a later date, instead the wreck will be towed slightly deeper into the nebula to avoid it obstructing traffic any longer.
  • The Project requires significant logistical capacities which the Naval Forces simply cannot spare at this point. Considerable parts of the Project will have to be outsourced to Keiretsu and adjacent entities such as Musashi Innovations.

Project Toyotomi will require to fulfill the following requirements. Feasibility is yet to be discussed with Keiretsu partners, the same applies to temporary storage of goods on Sapporo and Yokohama as alternative to Narita and Heaven's Gate.
  • Capability to permanently host one fightercraft wing and service Gunboats
  • Backup capacity for one more fightecraft wing, options for emergency servicing of a Battlecruiser-class
  • Fuel storage capabilities sufficient for 2 weeks of Jump Bridge operations
  • Generic storage capabilities sufficient for 1 week of self-sufficiency
  • Outer hull plating capable of withstanding at minimum fifteen minutes of constant siege cannon fire
