Bug: The Maquis/Gaians tech exchange is lopsided
Additional Information: The Maquis ID has access to Gaian capitals, while the Gaian ID does not have access to Maquis capitals. I assume one of these is by mistake.

Maquis shouldn't have default access to Gaian capital ships, no.
Admins will need to process.
