Backstory and Causa existens

Originating from the Ouroboros movement that for over a decade, held grievances with Kusari for a multitude of reasons, but most notably its' sway towards the far right, and its' co-conspiracy in a project only spoken in hushed whispers - 'SHIRAYUKI'. Returning to its' roots as its' number began to dwindle and avenues for support became unsustainable, the choice to commit to the Shuuban Plan, a belligerent, near suicidal attack on a Kishiro Cryogenics facility, which has come to be known as the Oita Incident.

Following the aftermath of the Oita Incident and an unspoken state of detente between House Kusari and the remnants of the Ouroboros movement, utilizing the sale of most remaining resources and funding from StarCat Holdings, a now Utsunomiya-based, State Owned Enterprise - Founder Nodoka Hanamura had established in the Continental Alpine region of Everon, the Utsunomiya Commonwealth, a microstate within the greater Zoner community of colonies across Planet Gran Canaria.

Founded in an effort to preserve democracy and progressive values whilst laying claim ancestrally to Kusari's terran predecessor as its' own, the Utsunomiya Commonwealth to many feels like a parallel universe to the Kusari Empire lightyears away from Omega-49 - where values of conformity and stringent adherence to social norms are expected, in the UMC, a culture of tolerance has formed, allowing a freer, more open society that values openness, honesty and empathy over the cold, sometimes even duplicitous nature of Kusari society, where the personal self and the public self are split. The nation currently finds itself under the term-limited (4 years) authority of Head of State, Fleet Admiral Nodoka Hanamura - which under her, she is kept in check by a direct democracy system that convenes bi-annually to amend, repeal and/or create laws regarding their nation.

Whilst some of its' more 'pure' Zoner neighbors have shown skepticism, its' somewhat open border and customs policy with other groups in Zoner Society, has deterred any ire being raised in its' direction, with others showing an appreciation for a more peaceful territory in the usually ruthless and unforgiving Borderworlds. Whilst one will likely never find Cardamine for sale in the territory, "Gray Markets" for goods provide a safe, yet lucrative source of income for those wishing to trade in the territory, as opposed to the more risky and shady parts of some low-security Freeports.

Militarily, the UMC Navy retains remnants of the Ouroboros fleet, primarily the two surviving capital ships of the Oita Incident, the UNS Tochigi, and UNS Skidbladnir. Whilst the Ouroboros' surviving 42,000 souls dwindled to a smaller 21,000 in active duty in the UCN, interest from across the sector has seen the micronation start to flourish like its' predecessor did in its' early days, now unburdened by a state of forever war with Kusari. However, this does by no means imply the force is primarily for defense contributions to Gran Canaria. Out of a desire to respect outstanding diplomatic ties, the UC retains multiple lines of support, either logistical, intelligence or even direct support in theaters of combat with the Mollys, Bundschuh, Pennsylvania Zoners and Prometheans. The varying scales of, and distance to respective state actors, along with house-grade intelligence management and doctrine has ensured that what private support to these causes is funneled through shell companies much like with the Ouroboros and kept from the public, and those that are public, typically would avoid ire from Canarian Zoner Society at large, primarily with the Pennsylvania Occupation by Liberty. Even in spite of the unspoken state of brinksmanship with House Kusari, whispers in the upper echelons of the government speak of support to progressive movements across Kusari, in hopes of at least resolving their predecessor's desires to see the house many of their people call home become a free territory as their leader prophesized its' terran predecessor to be before its' collapse along with the rest of the Alliance.

Economically, the microstate relies on a surprisingly booming tech and agriculture sector, that continues to exploit its' wartime research from the Ouroboros era to provide weapons such as the MOONLIGHT-derived 'Celeris' Ship Bi-cannon, or shipboard AI purportedly derived from stolen corporate intelligence. Civilians in the society find themselves enjoying a modest social net, funded by proceeds from multiple state-run enterprises which are slowly growing in demand, alongside the already somewhat notable Starcat Holdings.

Civilians are expected to, outside of military service, respect neutrality doctrine, and to avoid raising the ire of any parties not already hostile to Zoner Society at large. Civilians however, may opt to request a Freelancer Permit which broadens the horizons of what activities they can engage in, though this does come with the cost of not only requiring Freelancers not discriminate on origin of work (certain exceptions apply, primarily with nomads, and barring contracts with any enemies at war with the UMC), but that in the event of capture or death, the state will disavow said Freelancer.

The territory of Everon is Alpine and temperate, primarily taken up by the Kieya Woods, a vast, mountainous forestal region, and low-laying plains and swamplands at the edge of the territory, which spans approximately the same size as the Terran country of the Netherlands during its' existance in the 12,000s HCE.

Overall, reception of the microstate is mixed. Kusari State actively censors or monitors discussion of it on Neural Net platforms it controls, and bans entry into the house legally of anyone from the UMC. Liberty treats the nation as an enemy co-belligerent in Pennsylvania and vicinity, and little else. Bretonia and Rheinland treat the territory with suspicion, as does the Outcasts and Corsairs. Meanwhile, the seedy underbelly of Sirius ranges from amiability from the Mollies, certain Lane Hacker cells, Bundschuh and Blood Dragons, to pessimism from the Crayterians, Coalition, Hessians, Order, Xenos and Rogues. Though as with all things, this too could change with the sands of time.

Irregardless, the UMC perseveres, their capital within the Kieya Forest, New Minowa - serving as a beacon of light in the darkness, a respite for those yearning to breathe in a world that has long since become more and more inhospitable for the layman, regardless of their banner.

Goals

Goals:
Rebuilding of a Carrier Strike Group and smaller support fleets and regrowth of personnel numbers to establish a modest navy for expeditionary and defense campaigns.
Ensure stable, healthy economic conditions to provide for the well being of all citizens of the Commonwealth
Ensure healthy cohabitation with Zoner Society both on Gran Canaria and at large.
Establish and Maintain diplomatic ties with causes that are ideologically aligned with the microstate's values.
Promote the micronation to bolster the population for the sake of sustainability and legitimacy.
Promote and preserve Terran Japanese (and to a modest extent, Kusarian) culture, cuisine and history in coordination with historical societies across the Sirius Sector.
Maintain a state of detente with the Empire of Kusari to deter covert or overt action, whilst covertly supporting subversive movements in the house.

Military Ranking System & Chain of Command

Fleet Admiral

Originally the high command position of Commander in Ouroboros held by Nodoka Hanamura, the role of Fleet Admiral in the UC Navy is the equivalent of the Head of State today. Whilst the Head of State has assumed the rank temporarily as part of overseeing the MATSUMAE AOR, it is expected that the role will be superceded by one of the surviving Ouroboros Majors.

Originally reporting to the commander as a limited 'chiefs of staff' set of commanding officers of each branch of the Ouroboros, the Major rank in the Ouroboros now provides oversight across fleets, departments and special forces commands.

Major-Aspirant

Major-Aspirants are the general leaders of elements and units within the UMC Navy, the mid-command. Shunin-sha are the highest non-commissioned officer equivalents present in the UMC Navy, with those promoted to Majors being handpicked explicitly by the Joint Chiefs of Staff.

They are able to operate any vessel that they are assigned to, but most Major-Aspirants find them operating ships of the line that fall in line with their tasking. Shunin-sha of Sanzu DEVGRU for example may be found commanding Corvo-class EWAR/C4ISR corvettes, or operating with agents in the field in top of the line Falchion-class fighters, custom tuned by maintenance teams for their duties.

Master Sergeant

Master Sergeants are the Highest ranking 'enlisted' soldiers in the UMC, are granted clearance to Gunboat-class vessels and lower. Additionally, Master Sergeants in the Logistics Command may be tasked to captain transport vessels.

Sergeants are the median ranked enlisted soldiers in Ouroboros and are granted clearance to Heavy Snubcraft,

Once a Newcomer has proven their skills to Command, they are promoted to a Sargeant, and as such, can operate all snubcraft available to the faction. With this, they are entrusted with heavy bombers and fighters, being able to be more than just a mere nuisance in combat, now that they have learned the skills needed to fly efficiently.

Newcomers are the fresh meat, and as such, are the lowest ranking soldiers in the UMC Navy.

Once recruited and they have completed their orientation, new soldiers for the organization are placed here to be assessed for, and trained after - in the skills needed for their requested (or assigned) NOS (Naval Occupational Specialty).

Alignments/Diplomacy

As with all factions, The UMC has its' diplomatic relations and socio-political alignments. Below are the alignments as of this time - Please note, These are not mutual, and actual faction reputations may vary - However, as with all factions, in-game reputation is moot, meaning that irregardless of a IFF response, you should use this chart as a way to determine the Utsunomiya Commonwealth's general alignment with you:

* This faction's relations with Ouroboros are considered HIGHSEC, and only known by those in the factional HC in-roleplay.

Allied:
They have bled with us, and we have bled with them. For our causes mutual, our destiny certain - they are the few we can rely on.

TASK FORCE PROMETHEUS (TFP-)
Remnants of the Hellfire Legion, and the 'OG' as said in some youth circles, Commonwealth - the Commonwealth of Liberty. The UC has found brotherhood in blood as they both strive to retake that which was stolen from them.
PENNSYLVANIA LIBERATION FRONT (PLF)
Zoners who, following the annexation of Pennsylvania, have taken up arms against their former allies in Liberty who once guaranteed them protection from harm - the UMC finds itself deeply intertwined with their struggle.
INDEPENDENT MINERS GUILD
The first group of people who made contact with and saved the crew of the Ouroboros fleet following the 10-year transit through deep space following the destruction of Maehara and subsequent dark matter storm. Not only aligned with our ideals, were it not for them we would have perished.
PROVISIONAL REPUBLICAN ARMY (RPA)
The RPA, are anti-Royalist activists originating from the Molly movement. Whilst resources are limited, the UMC does what it can to render aid to the cause.
THE PLATFORM (=)
The multi-cell Bundschuh movement 'Der Platform', whilst finding its' roots in anarcho-syndicalist ideology, finds camraderie in the UMC's ideals and desires for a freer Sirius Sector.

Friendly:
These men and women of varied banners have found camraderie with us, our beliefs similar and aspirations in lockstep. We will work with them, as they do with us - brothers in arms and for those of the Zoner variety - in peace.

NON-UTSUNOMIYAN ZONERS
The societies of nomads, spacefarers and frontierspeople. Whilst some collectives may butt heads with us, we admire, respect, and support their undertakings.
KUSARI LIBERATION ARMY*
Kindred by ideology and values of progressive thought and the importance of preserving culture whilst rebuking fascism, the KLA are, albeit under the table, supported by the UC government, intelligence community, and military.
MED FORCE ENTERPRISES
The leading name in Zoner charitable enterprises, Med Force provides humanitarian aid and healthcare to the public.

Cordial:
We have only just begun to form an understanding of them, but in due time, maybe our relationships can become something more.

KONGSI SYNDICATE
Anarchist offshoot of the IMG. Whilst mistrusted due to the UMC's statist nature, the UMC irregardless endeavors to establish cordial relations with them.
TRUE SONS OF KUSARI (TSK) *
Blood Dragons sect that clings to some conservative values, but otherwise shares ideals that the Kusari Empire as it stands must be expunged. Even if in secret, the TSK finds diplomatic ties in the Utsunomiya Commonwealth.
LIPARI REPUBLIC
Breakaway Rump State of the Nazione Maltesa that has disavowed slavery and cardamine trafficking. Whilst their capabilities are limited, they are well respected and likely to be treated as the legitimate successor state of the various nation states that funded and launched the ACS Hispania.
ALG WASTE DISPOSAL
One of the few successful, forward thinking corporations in Sirius, that unlike Liberty's Big Three (Interspace, Ageira and Universal) or the Kusari Keiretsu, strives to leave a positive impact on Rheinland. As such, when seeking corporate support, ALG is one of the few names tossed around in defense contract meetings.
THE PHOENIX
Whilst somewhat weary of their affiliation with the Order, the Utsunomiya Commonwealth nonetheless respects the Phoenix for their dedication in carrying the torch left behind by the Confederation of Freeports.
LOVELACE CIRCLE
Advanced Persistant Threat (APT) cell of the Lane Hackers. Defying expectations of Lane Hacker cells as covert, restrained, diligent and stalwart, the Lovelace Circle finds itself a party of interest to the Utsunomiyan Intelligence Community, and in the Pennsylvania theater, has been seen fighting alongside the Tochigi against Liberty Forces.
STARFLIERS
Whilst interactions with the Starfliers were sadly limited under the Ouroboros' shortlived xenobiotic and Earhart Sector research program, desires to reactivate such programs finds the UMC looking to garner favor with the pacifist scientific organization.
ENGIMA CONFEDERACY
The breakaway collective of Gammu AI that survived the Core's enslavement and capture of their technology, the UMC sympathizes with their plight, even if they, and their primary point of contact, NOVAK, do not reciprocate appreciation for that sympathy.

OMICRON SUPPLY INDUSTRIES
An Omicrons-based Zoner logistics firm, in competition with Starcat Holdings SOE.
HOGOSHA
The disposition on Kusari's seedy underworld, due to distance and relevance to their primary goals is mostly that of slightly negative indifference.
ORBITAL SPA & CRUISE
A trans-house leisure and resort firm that spans the entire sector in regards to cruise liner and resort holdings. The UC tends to be indifferent to them.
GALLIA (Writ Large)
Gallia as a house, following the collapse of the Kingdom, whilst not exactly favored in its' current form, is mostly tolerated.

Distant/Suspicious:
Whilst not enemies of Ouroboros, we for one reason or another, distrust or have grown distant with them. We welcome the chance to understand and if needed, make amends. But it is much as it is our responsibility, as it is theirs.

BRISTOL
A Xeno-aligned concern that manages to walk a tightrope of legitimacy. Whilst their shipbuilding ventures have proven most impressive, Bristol cannot realistically be expected to be relied on for anything of import.
EMPIRE OF KUSARI
Following the Oita Incident, an unspoken state of detente was reached with the Kusari Empire. Whilst Ouroboros supports causes like the KLA and Blood Dragons at large, the Empire finds itself with one less thing to worry about.
CRAYTERIAN REPUBLIC
Their duplicitousness and unyielding loyalty to Liberty leaves little interest in any diplomatic ties with them.
JUNKERS
Approached with skepticism and apprehensiveness due to the multivarious, typically greedy or larcenous approach that Junkers tend to take to commercial shipbuilding, ship maintenance and trade in general, the Junkers are usually not trusted.
GOLDEN CHRYSANTHEMUMS (INDIES)
The GC is treated as an injoke amongst Ouroboros veterans and those aware of their inner workings. Whilst the Golden Chrysanthemum in Bloom is one of the many works available in the New Minowa Public Library for checkout digitally or physically, the movement it formed is overly dependent on the Outcasts and their cardamine, to the point that the GC is seen as a artery for the latter into Kusari more than it is a feminist liberation movement.
THE ORDER
Whilst the scars wrought upon Zoner society at large by the Order Overwatch have only started to heal up proper 12 years after the Fort Carthage debacle, the Utsunomiyans still look to the Order at large with distrust -- even after revelations brought them to realize that Golanski may have had a point with Auxesia, at least.
THE CORE
With the days of Enma Loyola, Erik Nodtviet and Jack Daniels long past, there is no love lost for the Core - especially for their treatment of the Gammu, expansionist zealotry, collaborations with House authorities, among other, sometimes NEMP-shaped things.
SIRIUS COALITION
An authoritarian state trying to pose as for the people. Were it not for being outmanned and outgunned, or for Zoner neutrality, the Utsunomiya Commonwealth would have shown them what Hanamura's father had to their predecessors 900+ years ago - the receiving end of a cannon barrel.
RED HESSIANS
Brutal, unforgiving and willing to go to lengths even Ouroboros would have never went to.
UNIONERS
Between purported rumors of gassing civilians and a generally noticed distrust of the cause across Sirius, the Utsunomiya Commonwealth doesn't seem interested in humoring them.
CORSAIRS (ApS, DTR)
Purported to originate from cannibals who survived the sabotage of the Hispania and fled it thereafter, the Corsairs aren't well liked in the microstate, on account of their brutish, pirate-like disposition, their constant harassment of the Mollies, and an overall incompatibility with their society. Oh - and Freeport 9.
BOUNTY HUNTERS GUILD (Aegis)
There is an unspoken agreement between the Utsunomiyans and the BHG -- it is just business. We don't like you, you may or may not be paid to like us. We will treat each individual encounter accordingly.
FREE REPUBLIC OF LIBERTY / XENO ALLIANCE
Whilst Nodoka Hanamura and Damien Moretti find Blueberry soda a nice refreshing drink, the commonalities end there. Xenophobic, somewhat right wing, and ultranationalist, the UMC doesn't trust the Xenos any more than the guild-bearing bounty hunters that shoot at them on occasion.

Unfriendly:
These wretched hives of fascism, oligopoly and greed are persona non grata in UMC territory, and anywhere else will be treated as at best, mild annoyances.

THE TECHNOCRACY ( A/- )
A decaying micronation in the Libero-bretonian Independent Worlds led by one Sapphire Raven that was once seen by the Utsunomiya Commonwealth's predecessors as a potential ally. Intelligence about the death of a vital diplomatic contact, infestation or compromise of one or more of its' leaders by the Slomon K'hara, a generally cold disposition to the UMC, and various other grievances have relegated the Technocracy of Auxo, nee Auxesia, to ill repute in New Minowa.
BRETONIA (Writ Large)
From the attempted occupation of Gran Canaria during the war with Gallia, war crimes against the Mollies, and collaborating with Liberty, Bretonia isn't exactly well thought of.
NAZIONE MALTESA (OUTCASTS)
Zoner Neutrality be damned, the UMC will not tolerate human traffickers and peddlers of one of the worst drugs in the history of humankind - anyone who can be neutral about such things has no soul.
GAS MINERS GUILD
The memories of the Siege of Maehara are not forgotten by the veterans of the Ouroboros Movement in UMC society - and as such until Keiji Namura is gone, there will be no amicability with the GMG.
INDEPENDENT PIRATES
Do what you want because a pirate is free - until met with a sunwreath to the bridge of their stolen Serenity. Pirates, at least those known to the UMC, are persona non grata.
GALLIC ROYALISTS
War Criminals, Gallic supremacists, and other deplorables in need of vaccum - much like in the houses, the symbols and political values of the defunct Kingdom of Gallia are not welcomed.
GAIANS
Immature, impractical, and most of all, emotional to an absolute fault about their ultra-protectionist obsession with Gaia. Even with the UMC's interest in preserving the environment, the Gaians are at best, seen as zealous idiots that should have been crushed by the Bretonians before they spread beyond Cambridge.
MAQUIS
Terrorists that have interfered with the Ouroboros in the past. The UMC is not afraid to gun down maquisards who think themselves immune to consequences of their inhumanity.

Belligerent:
They are enemies of the state - fascists, tyrants, xenobiotics that pose threat to mankind.

REPUBLIC OF LIBERTY
Liberty is seen as sociopathically evil by the people of Utsunomiya. Corporations that squeeze workers for every dime, Private Police that are full of abuse and corruption and a military that lost the chivalry and morals of the Gallic War. The prime exception to the UMC's adherence to Zoner Neutrality - the sentiments amongst the majority of Utsunomiyans and even a plurality of Zoners is cut and dry - Liberty delenda est.
SLOMON K'HARA / INFECTEES
The Slomon K'hara, K'hara, Nomads, whatever you wish to call them by, are enemies of mankind. It goes without saying what they think of the Nomads.

Military Zone of Influence

There is no preset in-RP Zone of Influence for the UMC's Navy, due to its' current nature requiring constant redeployment throughout areas of interest to partake in campaigns associated with allied and friendly forces.

As a result, Battlegroup Ouroboros' "ZOI" is split at this time between two AORs (Areas of Responsibility):

PRIMARY AOR 'HOMEPLATE' - OMEGAS AOR

Primarily assigned for the purpose of providing perimeter coverage for Omega-49 against future Bretonian or other incursions, the HOMEPLATE Omegas AOR covers the greater area around Omega-49, and primarily focuses on early warning, reconnaissance, search and rescue, logistics to and from Gran Canaria, and if it comes to blows - helping support coordination between the various Zoner colonies and societies across the Western Omegas against any attacks either on Gran Canaria, or the greater AOR.

SECONDARY AOR 'MATSUMAE' - PENNSYLVANIA SPECIAL CONFLICT AOR
Continuing underlying unilateral SOFO (Status of Forces Obligations) with certain parties within the Pennsylvania Zoner cause that existed under the Ouroboros, the MATSUMAE AOR maintains a persistent state of war between the Republic of Liberty and itself and other co-belligerents. This state of war extends well and beyond Pennsylvania however, spanning greater Liberty, with exception given to the Northern independent worlds, as to avoid any escalation of tensions with Kusari. The theater is multidomain, spanning intelligence, cyberwarfare, guerilla warfare, and direct kinetic warfare against the Liberty Navy and its' co-belligerents.
