This communique represents a direct order by the Uchugun Admiralty. To all warehouses under Imperial contracts holding fightercraft stockpiles and all underground facilities hosting Naval fightercraft stockpiles. You are hereby ordered to begin phase one of the Reactivation Order B3-E, P95-E and 34-E.

As outlined in the general SRC, in cases of national security, old stockpiles of Naval equipment can be refurbished and reactivated to bolster the Naval Forces capabilities. With Order B3-E and P95-E now in effect, the Admiralty expects a steady supply of refurbished Tora-class, Kaibyo-class and Neko-class assets to be transferred to New Tokyo Uchugun bases within the next weeks.
