My name is Wolfgang Schulze. I am responsible for external relations and diplomatic affairs of the Shinsei Сlan of the Gas Miners Guild.

We previously submitted a request to the Licensing Department of the Government of Gallic, seeking authorization for the purchase and transportation of Cryocubes through your sovereign territories, as well as clearance for transit through the gates in the Tau-23 system.

Regrettably, the processing time for our request has been significantly prolonged, and the procedure itself has been accompanied by additional bureaucratic obstacles. This creates the impression that the representative of your Licensing Department is not sufficiently interested in fostering trade relations. We acknowledge the possibility of third-party influence; however, we do not possess evidence to substantiate this concern.

In light of the above, we are compelled to address you directly as officials guided by principles of responsibility and transparency.

We respectfully request that you consider granting authorization for vessels bearing the [SC] designation to purchase and transport Cryocubes. We assure you that this equipment will be used exclusively for peaceful purposes and will in no way pose a threat to the Gallic Union.

Furthermore, we confirm that the state fee for access to the Languedoc gates via the Tau-23 system has been paid in full.

Before we go any further, let me announce you that your Languedoc Transit License request has been approved by our government and has been added to the Permits & Licenses Registry. Therefore, you and your corporation are free to enter Gallic space through the Taus and engage in the trading relations you so desire. As a Gallic Union official, let me thank you personally for your interest towards us.

As for your other request regarding Cryocubes, it is indeed possible, but not before we get to know your organization better. I'm pretty sure you're aware of our stance towards Kusari. That being said, the Gallic Union is interested in acquiring multiple commodities, including, but not limited to: copper, gold, iridium, platinum, silver, and of course, H-fuel. Various installations across the Union will buy said commodities, and offer in return Molybdenum and Niobium.

Once our trading relations evolve, we can review your request regarding Cryocubes. In the meantime, we're looking forward seeing your transports within the Union.

In response to your interest in procuring iridium, we inform you that our transport vessels have already delivered 15,000 units of this resource to the military base Maintenon Shipyard . Monsieur Wolfgang,

That's a good first step and it does come in handy. However, the Gallic Union already has a reliable Iridium supplier from the Omicrons. Furthermore shipments will only be needed upon request, if our main supplier fails to achieve the quota.

As for your request, I appreciate your passion, but we still have to work it out through facts and not words, due to the restricted status of Cryocubes and the circumstances we already mentioned. Your willingness to provide other resources will suffice to gain our trust and give the Gallic Union the necessary confidence to grant you the permit you seek.

Therefore, I will update the list of resources which we would be interested in: copper, gold, platinum and silver. A long standing agreement between the Gallic Union and the Shinsei Clan to supply said resources will go a long way.
