[Server Config] Universal Shipping docking on Xeno bases - Exploration - 04-06-2026

Bug: Universal shipping docking on Xeno bases
Reproduction Steps:
- Step 1 /restart Universal
- Step 2 Buy 5K transport
- Step 3 Dock on Xeno base and wonder how that is possible.
Additional Information: I'm unsure if this is actually a bug or not, although I did notice this on my own Universal transport the other day (I didn't actually dock the ship on a Xeno base) but I did point out to a friend I had noticed the Xeno rep for whatever reason was middle of the road neutral. So I made another restart just now out of curiosity and right enough the starflier restart for Universal can dock on Ouray. DSE by comparison is neutral nodock so unsure if there is some underlying RP that makes it this way?
