I. PRIMARY VICTIM

NAME: Admiral Goro Okamoto, male, age 78
OCCUPATION: Distinguished admiral, Kusari Naval Forces. Primary resident.
TIME OF DEATH: 22:03 -- 22:05 (estimated)

CAUSE OF DEATH:

Partial decapitation by means of a Bretonian officer's sword (Exhibit 1).
The cut is irregular, suggesting an inexperienced hand on the part of
the perpetrator.

The victim was also struck post-mortem by two flechette rounds to the
chest, fired from a handheld sidearm (Exhibit 2). A third flechette
round was recovered embedded in the bedroom floor.

Additionally, the victim sustained a laser wound to the right shoulder.
Due to the nature of the injury, it cannot be determined whether this
was inflicted pre- or post-mortem. The laser weapon was not recovered
at the scene.

Cause of death: Single laser gunshot through the right eye, sustained
during exterior perimeter patrol.

Lieutenant Masatake Koike
Occupation: Admiral's security detail -- off duty
Time of death: 22:01 -- 22:03 (estimated)
Cause of death: Single laser shot to the head while asleep in the
duty room.

Commander Naoya Kawabata
Occupation: Admiral's security detail -- off duty
Time of death: 22:01 -- 22:03 (estimated)
Cause of death: Four laser shots to the back. Found face-down
beside his bed. Did not succeed in drawing his
concealed sidearm in time.

III. TIMELINE OF EVENTS

14:13 -- Commander Kawabata's access credentials used to open the
vehicle gate of the Admiral's residence.

21:34 -- Final security check-in filed by Sub-Lieutenant Natsuhiko
Nan. No further check-ins received.

22:00 -- Sub-Lieutenant Natsuhiko Nan departs on scheduled perimeter
patrol. Does not return.

22:01 -- Sub-Lieutenant Natsuhiko Nan is shot and killed at the
exterior gate by laser weapon. Perpetrators enter via gate
using the access credentials of Lt. Commander Hyuuma Okazaki
(Exhibit 7). Nan's access card is taken from the body
(Exhibit 6) for later use to enter the residence itself.
Perpetrators move quickly and keep to the grass to avoid
being heard on the gravel driveway.

22:05 -- Perpetrators enter the building. Lieutenant Masatake Koike
and Commander Naoya Kawabata are swiftly neutralised in the
duty room. The Admiral is then killed in his bedroom.
The Admiral appears to have put up a struggle -- one
perpetrator sustains a wound and likely discharges their
sidearm (Exhibit 2) accidentally into the floor. The
perpetrator treats their wound on the premises before
departing. The sidearm (Exhibit 2) is discarded into the
garden pond on exit.

22:05 -- Perpetrators leave the area. One is visibly limping.

23:39 -- Security system detects that the last guard check-in
was filed over two hours ago.

23:44 -- Alert raised.

23:59 -- Four KOI agents arrive on scene.

IV. SECURED EXHIBITS

Exhibit 1 | Bretonian officer's sword [MURDER WEAPON]

An item from the Admiral's personal collection. Bears the inscription:
"Colonel Daniel Alexander, 826 AS --
'Many a mutual friend offers thanks from beyond the grave.'"
Most likely used to inflict the partial decapitation of the victim.
Previously stored above the Admiral's bed on a three-sword rack,
occupying the lower bracket. Two other blades remained in place.

Exhibit 2 | Detroit Penetrator -- flechette sidearm [STAGED WEAPON]

Recovered from the ornamental pond within the estate grounds. Only
three rounds expended: two fired post-mortem into Admiral Okamoto,
and one recovered from the bedroom floor. Assessed as a staging prop
intended to cast suspicion on Liberty.

appears to have succeeded in wounding one of the perpetrators.
DNA analysis confirms the sample is not from a Kusari national.

Security credentials belonging to Lt. Commander Hyuuma Okazaki,
listed as MIA since 825 AS. Body was never recovered. Credentials
were never deactivated and remained active with elevated access
permissions. Service records are incomplete. Known facts:

- Served as personal security detail to Admiral Goro Okamoto
during the Tau War campaign aboard Battleship Matsumoto.
- During the Exile, pledged loyalty to the Emperor.
- Deployed to a forward reconnaissance post in Tau-29.
- Listed MIA since 825 AS following an engagement with
Republic armed forces.

V. CONCLUSIONS
--------------------------------------------------------------------------------

Admiral Goro Okamoto was murdered by three unknown perpetrators, none
of whom are Kusari nationals (Exhibits 3 and 4). To breach the estate
perimeter, they made use of the access credentials of Lt. Commander
Hyuuma Okazaki (Exhibit 7), which points to detailed prior knowledge
of or access to Kusari Naval Forces databases.

The perpetrators operated primarily with laser weapons, using them to
neutralise all three members of the Admiral's security detail. The
Admiral was likely wounded and disarmed by the laser shot to his right
shoulder, before being killed with the Bretonian officer's sword
(Exhibit 1). Two further rounds from a Liberty-manufactured sidearm
(Exhibit 2) were then fired into the body post-mortem. The Admiral
appears to have succeeded in wounding one of the attackers, forcing
them to treat the injury on-site (Exhibits 3 and 5).

VI. RECOMMENDATIONS
--------------------------------------------------------------------------------

1. Search records to determine whether the access credentials of
Lt. Commander Hyuuma Okazaki have been used in any other
incidents or operations.

2. Investigate the relationship between Admiral Goro Okamoto and
Lt. Commander Hyuuma Okazaki in greater depth. Consideration
should be given to the possibility that Okazaki defected -- to
the Blood Dragons, or another hostile faction.

3. Conduct a more detailed analysis of the attacker's DNA sample
to determine House of origin (Exhibit 3). While a Liberty
connection is possible, Bretonia, Rheinland, and Hispania
cannot be excluded.

4. Investigate the provenance of the recovered sidearm (Exhibit 2).
Determine whether it is a new or previously unused weapon, or
whether it was stolen. Establish whether a registered owner
can be traced.

5. Establish the nature of the relationship between Admiral Goro
Okamoto and Colonel Daniel Alexander. Were they former adversaries
or acquaintances? Could Colonel Alexander -- or parties acting
on his behalf -- have sought retribution in connection with
Bretonian military operations?
