TBF / RM Negotiations - Sargon - 01-07-2007

Upon conferring with the Klingon High Command, The Black Fleet (TBF) has been ordered to negotiate with this Rheinlander Military (RM), in the interest of galactic peace in Sirius sector and to prevent spilling the blood of innocents.

To that end the following terms have been transmitted from the Klingon Home World, agreement of which will end all hostilities in Rheinlander Space and the RM:

1. Any and all fines levied by the Rheinlander Military against any TBF member are to be voided. Nor will any such fines, fees or taxes be demanded from TBF in the future.

2. TBF and RM will each have diplomatic status with the other. As a condition of this status neither side will engage in any hostile act towards the other to include but not limited too; outright assault, hiring contract killers (bounty hunters) or the enlistment of hostile third parties.

3. TBF and any vessel being escorted by TBF will be allowed to travel unmolested within and through Rheinlander space. Once TBF has secured a system as a base of operations similar rights will be granted to RM. TBF acknowledges that RM can not defend every vessel within its borders and therefore will not be held responsible for any lose of vessels or cargo due to pirates, terrorists and any other hostile individuals or factions of the RM or TBF.

4. The restitution in the amount of 100 million will be dropped and in its stead the amount of 10 million will be paid to TBF for the slander perpetrated against its honor.

5. If the terms and conditions set forth here are violated for any reason; by either side, it will be considered no less than an act of war with all the consequences that such a state entails.

TBF stands by awaiting your approval or your counter offer.

It is not a bad start, however, Rheinland is not willing to pay you any amount of credits. Also, we would like to still scan your ships in our systems. We can change this to having to be in visual range to asking any TBF ship to hold for a cargo scan.

A revised set of terms could be comprised of:

4.TBF acknowledges that RM can not defend every vessel within its borders and therefore will not be held responsible for any lose of vessels or cargo due to pirates, terrorists and any other hostile individuals or factions of the RM or TBF.

5. If the terms and conditions set forth here are violated for any reason; by either side, it will be considered no less than an act of war with all the consequences that such a state entails.

Number four removed, separated 3 in to two separate terms (3 and 4), added "Cargo scan only required upon visual contact" to term three.

Admiral, may I point out a loophole in the nr 1.? We should fine them if they carry contraband or do not comply to the law in Rheinland.

Perhaps another compromise on that as well, then. Thank you for pointing that out, Lieutenant.

That is one of the more difficult points. Rheinland laws state that if they do not give their contraband willingly, we enact a fine, and destroy them on sight until they pay (or die). It seems cruel, but there should be no problems unless your members do not comply. Which, in simple terms, would make either A) a smuggler, or B) a pirate. We have zero-tolerance for both.

Of course, if one of my officers does something ridiculous (demand Diamonds or something), just do as they say, then send a PM directly to me explaining the situation, and we will refund the loss, depending on the situation at hand. I still have yet to receive one report that states my members were out of line...

Ahh yes, compromise what a weak word, not meant for real Warriors, thankful it is not a Klingon who conceived it for the petaq truly would have been disemboweled where they stood but I digress to the matter at hand.

Items 1 and 3 seem to be the points that require this compromise these have been colored red. Items that we are in agreement on have been colored green. Anything newly added has been colored yellow.

3.1. No TBF vessel or those vessel be escorted will be required to revel its location or intended destination
while in Rheinlander space.

3.2. No TBF vessel or those vessels being escorted will be diverted from their flight path for inspection,
scanning, boarding or any other action that will impede business of the Klingon Empire.

3.3. TBF will not be responsible for contraband found on vessels being escorted and any fees, duties,
taxes and fines as well as any legal ramification we be the sole responsibility that ships captain
transporting said contraband.

3.4. Upon visual sightings of Rheinlander authorities TBF vessel will submit to cargo scans, however these
scans will be carried out such as to not violate item 3.2.

3.5. Rheinlander authorities will provide a list of items forbidden for transport.

Uhm... 3.2 Most likely won't do. You people are guests in *OUR* system. I don't see how you have the balls to tell *US* what to do in our own playground.

3.3 I think we can agree on. If you escort someone and they carry contraband, they better be warned. Otherwise they're required to pay the fee or be fired upon.

3.4 If we ask you to stop in New Berlin, then better damn well do so. Again, Our system, our rules.

3.5 I think we can list em all... or close to them.

5. Depends on how you define "illegal search and siezure". We have zero tolerance policy, and that applies to *ALL* allies.

Now, having said that, he does bring up valid points. Rheinland has always been and always be our home. Emphasis on the "our." While in it's bounds, you will act with some measure of courtesy and respect. If we were to disobey youre laws in your own home, would you do no less? No, I didn't think so.

Now, to bring up my own counter-points...

3.4 is very simple, sir. Your destination is either a station in Rheinland, which you will name, or a location outside of it, where you may answer with a "Just passing through." You will answer that one very simple question should it be asked, which will take a good 5 seconds of your time to respond.

All things considered, the optimal scan will only take a maximum of 20 seconds in order to halt, scan, check, and clear. If you cannot wait 20 seconds, then you don't belong in Rheinland.

You are correct; the Empire would never allow any ship to venture so close to the home world without verifying its intent if not destroying it completely upon its detection. 3.3.1. Cardamine
3.3.2. Synthetic Marijuana
3.3.3. Alien Artifacts (Excluding Nomads as TBF is licensed)
3.3.4. Lawful Pilots of any house
3.3.4.1. Police
3.3.4.2. Navy
3.3.4.3. Gunboat Captains
3.3.4.4. Cruiser Commanders
3.3.4.5. Fleet Admirals

4. TBF acknowledges that RM can not defend every vessel within its borders and therefore will not be held responsible for any lose of vessels or cargo due to pirates, terrorists and any other hostile individuals or factions of the RM or TBF.

5. RM acknowledges TBF rights to defend itself from pirates, terrorists and illegal search and seizure of cargo that are not listed in paragraph 3.3, sub-paragraphs 3.3.3 and 3.3.4.

6. RM will pay TBF restitution in the amount of one (1) credit for slander against it's honor.
