Try the core planets. The big, police-tagged, highly-populated ones are normally a good shout.

Freeport 9 and a few other stations scattered around apparently sells them, but yeah as an unlawful you would be better of with a Pirate Train.

I've been known to smuggle a bit with an Advanced Train... keeps things interesting.
It is indeed hard to find cargo pods if you can't land on Police planets, but as stated above, it is possible.
(To be honest, though, if I lose some pods I just wait until nobody's in the core system and ninja it...)
