Regarding the Kusari Legal Codex - Sasaki - 07-11-2009 Hello! I'm rather new here, and very new to this particular server, I was on the USA Server in the past. Anyway, I had a question about the "Kusari Legal Codex". I apologize if this is the wrong place to be asking this, but it's a sort of general problem that comes up. I play a KNF officer and while on patrol in Tau 29 I scanned a trader hauling Plutonium from Kusari towards Bretonia. He was not Samura, Kishiro or GMG. I stopped the trader and asked what his destination was, he stated that he was taking it to Bretonia. I informed him that he was not permitted to transport Plutonium to Bretonia and he would have to drop the cargo or sell it somewhere else. We had a bit of an argument that I thought was in character, but soon realized was OOC from his perspective. The end result was that he felt I was breaking the rules and I ultimately let him continue on to Bretonia. So, my question, is the Legal Codex up to date and considered the laws of Kusari? I haven't even been enforcing them very strictly because, for example, there are a ton of traders hauling military vehicles to Battleship Yamaguchi who are typically independent traders and according to the Codex can't continue through the Taus with that cargo. But I've just felt better about escorting them to the battleship to "ensure they don't fall into the wrong hands" rather than blowing them up for refusing to drop/sell their cargo or pay the fine because they work for the wrong trading faction. So I'd rather avoid OOC conflicts when I can. Any thoughts from an admin or someone higher up than me (just about anyone)? Thanks a ton! Now, let's look at the two possible ID's you could have: Quote:Kusari Naval Forces ID Quote:Kusari Naval Forces Guard ID Pretty much if you were in anything gunboat sized of smaller, and he told you he was going to Bretonia from Kusari - and he wasn't registered - then your misson and duty is to stop him. For the Emperor! Now, the minor detail that you caught him in the Tau's is an issue. BUT - he's still heading for the house you're at war with, so he's aiding and abetting the enemy. Boom, dead trader. No rule violations (again, presuming you're not in a large cap ship, since the Tau's are a gray territory as far as whether they're Kusari space or not). You're certainly not doing anything unlawful - you're not actually pirating him. You're escorting him to a secure base to offload, or you're destroying him. You're not asking him for credits to pass. No issues - sounds like a powertrader. Oh, and having Fraps on a hotkey can be your friend, as well as using something like Photoshop to remove the spurious junk from conversations, while making sure you preserve the original in case you need it for a sanction. Regarding the Kusari Legal Codex - Sasaki - 07-11-2009 Great, thanks for such a detailed response. I'm still a lowly Shoi in the KNF (not Guard) so I only fly a Chimaera VHF. That pretty much clears it up, and fits with what my CO in the KNF was just telling me. The Taus are a bit confusing to me since 29, 23 and 31 are all in the KNF's direct ZOI, and we're not supposed to be stopping contraband in the core systems once they're passed the border, also the fact that we have a Battleship all the way out in 31, I'd sort of assumed it was our responsibility to keep those systems generally under control of the Empire, though I'm usually hanging around the border between Tau 29 and Kyushu anyway, sounds like that's what I should do. But... of course the Taus are under the protection of Kusari! Just ask the Emperor!;) Thanks again! Regarding the Kusari Legal Codex - BaconSoda - 07-11-2009 The Kusari Legal Codex is still current and used by the Council of the Rising Suns (the ruling body in Kusari). It does sound like someone was just griping, you were in the clear. Don't worry about what people say; if the codex says to kick them in the face, do it (ID, rules, and good conscience allowing). One could pass, but there are lots more to catch!:P Hiroito Regarding the Kusari Legal Codex - Agmen of Eladesor - 07-11-2009 The key thing to remember is this: In many of the ID's listed in the game, it states that there may be RP consequences for your actions. Here's the note from the ID for Aegeira, for example: Quote:Transporting gate/lane parts is not sanctionable if your ID does not say you can lawfully do so. It just means that there may be in-character consequences if you are not lawfully allowed. In other words - if you decide for some reason that you want to haul a load of gate parts from Liberty down to Crete in your Freelancer ID'd Border Worlds Transport, then it's NOT a sanctionable activity. However, you may get stopped by the LPI, LN,RM,and RFP along the way for smuggling, carrying something you're not supposed to have, or other crimes against the laws of the Houses. Not a sanctionable event on your part - but you may be blown to bits in game, perfectly within RP. The other thing is the codicil at the bottom of your KNF ID: Quote:Scanning for and demanding contraband falls under police jurisdiction unless the Kusari Naval Forces player is in a system that is NOT listed above in the ID. So if you're in New Toyko, Honshu, Kyushu, or Shikoku, then you cannot scan anyone. Those are KSP systems. Once you're outside of there - have fun!
