From what I've encountered the past few weeks. RP is only started as a precursor to PVP (because of the rules)
If a person can't be pvp'ed, RP usually doesnt happen unless its forced to happen by someone that those people can PVP.

First off, my LSF at the Freeport in Delta, not 1, not 2, but 3 Order Recon Cruisers. All of them repeatedly following me whenever i went simply 200 meters away from them. Within 2.5k of the Freeport!
Second, was a lol'ed attack by 2 order ships as I was repping an Order Bastet, trying to go to NY to blow up depots to drop navy rep. Which finally they realized what I was doing, after telling them a few times... did they volunteer to help with missions.
Third and most recently, 2 LPI chased after my Order Bastet, with a simple "Oi, You Order" "You die today"

Each encounter, either had PVP involved, or would have had PVP involved.

This list of screens, will show the latter half of an encounter with a Unioner Tagged Pirate Transport carrying Slaves. (after the ship had been left and allowed to pass)

So remember, RP Before PVP, and if possible, RP Without PVP.
Its might not kill you to try it for once.

I disagree with your conclusions.

Kiretsu staged a 'sit-in' in New Tokyo the other day.. KNF came by.. Corsairs came by (O.o).. The Emperor of Kusari talked with us.. Then we flew home. No PvP. All RP.

We've had other RP situations that didn't end in PvP, and I've had plenty of them in other factions as well.

If you wish for non-PvP RP.. Stay out of Delta, Alaska, and Liberty. Sad to say, but true. It happens rarely in those locations.

PVP is usually a nice tidy way to say when an RP is over. I've had encounters where we just sat there staring at each other, at a loss for where to go but not wanting to be the first to say "Well, OK then, bai".

If you wish to stay away from PvP enthusiasts, there's a few areas to stay away from:

Liberty Space.
Order Space.
Corsair Space.
Outcast Space.
Rheinland Space, to an extent.

You're generally good outside of these places.

... Wait...

Which happens to be the exact reason why im moving my RP focus elsewhere.

Gallia for Various characters, Offplane Omicrons for Krusa Corraine (As part of an RP involving Guardian), and a Pure RP duet of characters around Manhattan capable of docking if PVP tries to be placed upon them.

Also, I can only speak of what I encounter. So far my encounters have all dealt with ending in, or a want to end, in PVP.

I've seen good RP done in Liberty, granted its been a good while since. But its gone downhill as more and more people come into the riches required to obtain a capital ship to pew pew pew what shows as red on scanners.

-------------------------------------------------------------

Zapp, that kind of proves my point. You know.
Saying that shows that RP is generally done towards those targets who can be and will be PVP'ed in the end.

Or are you saying that if you RP'ed as LPI with a civillian LPI Transport carrying a shipment of donuts to LPI Headquarters... That it too would end in PVP?

RP without PvP does and can exist, I've been part of quite a few of these, usually in Liberty, as a matter of fact, although they are usually conducted with the people involved 5k apart and cruise engines full on trying to escape, while they shout at Rex for being a coward and he shouts back that they're nasty shooty people, but it's still RP. There's also some better RP which can happen, from me convincing a molly to continue his piracy on the Kusari side of leeds, to the full blown Treaty of Curcao (which did end in PvP, but not between the sides who were meeting in the first place, bloody indy unlawfuls trying to kill the Queen)

Might want to add Alpha, Gamma, Kappa, and Theta to that list as well

many people play for the sole reason to compete with each other. - that is the point of a multiplayer game for the most part. - aside from that.... real "roleplay" where a character dived deep into a role, - really acting the char is hard to come by - don t think i remember anyone that really roleplayed seriously.

so, yes - most roleplay is actually conducted as a foreplay to pvp. - and the difference to a real pvp server is not so much that we re roleplaying our chars ( that is ingame - i still don t count forum RP ) - but the main difference is that we have factions who set "teams"

so our "RP" could also sometimes - or for a large part be translated into "team pvp".

that does not mean that its bad. - if we switched off the player pvp everywhere - roleplay would also cease ( at least after around a month ) - it could be seen in new york for a long time. - without pvp, roleplay ( that little foreplay that we have . ... ASWELL as the recognition of faction teams.... ceased )

whats left are "smart" people trying to beat one another with funny punchlines in system chat.

but don t you mistake not talking with no roleplay. - roleplay simulates RL or at least to such an extend that we can project RL into a role. - and in RL, you talk a lot less to people than in this game. - here you have traders greeting each other - and that is RP, too. - they just say "hail" - .... it would hardly be RP if they cut their engines and stood down for a chitchat.

you also have total foreigners that do not have business with you that just pass by you - in utter silence. - for what the hell should they talk to you? - for the sake of talking? when you pass a stranger in the street, you don t just embrace him and ask him about his life.... usually you just turn your head or face the pavement, pretending to be very interested in the cobblestones.... .

a stranger that showed extreme interest in you would surely be considered suspicious - and somewhat creepy.

edit:

the roleplay we present here is mostly descriptive nature. - we try to describe what we have in mind with our chars... which doesn t say much about the chars life and role, but gives other players an idea of the characters motives. - so you have the haughty, the proud, the devious, the cunning, the jerk etc. - and that must suffice. - freelancer doesn t offer enough ways to really roleplay. - even smileys are frowned upon ( which ... for many people transport a sort of mimics in a place that cannot show mimics )
