Make the Recycler, combat service freighter, and junker salvage frigate available from junker bases in gallia. I cannot leave gallia with my gallic junker anymore, due to hostiles =(

I made a heavy fighter, with questionable models for a bomber or light fighter. I'm going to try to get at least the heavy fighter in, but at this point I'm not making a freighter or capship, and the bomber/LF probably wont be added (yet), so it would be nice to have these ship classes available without having to fly all the fricken way to puerto rico to get them.
