Yes.
Though your terminology leads to some weirdess...generally, Clans, are bigger than the factions here, and a mite more restrictive...but I really don't want to get into it. Point being, Factions=/=Clans

Crazy Background stories and threads and such are for Offical factions, which you don't have to be, and have dubious benifits...its really an if you want to thing, than a you need to thing.
So, sure, you can loosely run it. I'm pretty loosely running my official faction, Bowex...

Crazy story and posts isn't the prerequisite for most factions. If you have a general background, that is usually enough for a normal NPC faction.
