Basically, sometimes when my ship goes pop say when I run into a planet, crash into the sun or get hit by a particularly nasty piratte/terrorist, what determines if my cargo will be dropped or destroyed? Sometimes I see it dropped in my deathcam, sometimes not...

Well yeah regardless of what you're flying bots+bats always drop, and its always a fight for who gets it during an epic 3v3 or more battle.
But I'm talking about cargo and unmounted guns here. Anyone care for an experiment?

It seems if you are killed by an NPC or a computer controlled object, your cargo will go bye bye. As for planets, I usually see the cargo left behind as well.

yes he would get your loot
that's what's good about cargo pirates, they get the loot either way (though some is lost when the ship blows)
but saying 'just kill me' is OoRP
imagine being mugged and the guy tells you to give him your wallet, and you say just kill me, it's not worth it
