The NPCs on Gran Canaria won't talk to me. I've tried for many times, relog relog relog. No cure. Any help please? Only the bartenders offering me the bribe, all the other NPCs have empty speechbubble.

As far as I know, you just gotta keep relogging. Plus your normal Zoner rep should be neutral, not friendly,

YOu need to be friendly with the other npcs in the bar
So if zoners are neutral/hostile, you won't speak to them
If corsairs are neutral/hostile they won't speak to you
same for mollys/bhg

I.E, Corsairs, Mollies, BHG. You must be slightly friendly/neutral to each of them before they will offer you anything.

The zoner base in Pennsylvania also offers the triple bribe if you are not to friendly with them
