I saw this post somewhere, but couldn't find it again, so excuse me. I can't talk to any NPC, but don't know if it's because of a bug or because I don't have any "green" "allies". Any one expereince the same thing?

It might have been a server bug which is what I also had.
just wait til the server restart finishes, if it doesnt work after that,
