Hi,
I'm a residant from Quebec (the real, not Quebec system), in Canada. I'm 51 years old and I have a son, 19 years old. Two years ago we begun a new mod that contains some brand new ships (never seen elsewhere) and a new system called Quebec. We forsook the project and the mod never finished.
But, I know that the system Quebec exist in the Discovery mod but this system is "blank". I had a discussion with another "quebecer" online yesterday and we had an idea : is it possible for me and my son to submit you modifications to your Quebec system, with planet, station, mission and 2 or 3 (or more if you wish) brand new vessels... AND... the possibily to create a new faction for this system.
Before to work to this project, i want to know if you, admins, are concerned. Naturally, I don't want to do this to my client version for Discovery mod. I'll work on another PC with a copy of Discovery mod in single player.

Igiss will probably allow it, he likes it when others can mod systems/ships for him and take a bit of the load off him for the mod. I've made 3 myself, and Nightfall has made 4, 5? Angel made a few too..
Also, the empty systems are for exactly this purpose, places for people to mod. You'll need to change the sun to what it is in the Discovery system, he doesn't want those changed. You should go read the System Submission guidelines in the Discovery Developers forum.
BTW, you can ask, and he might allow you to add dockable planets in the system. Clan systems (those that the guidelines are mostly for) say its not allowed. But if its not a clan/Guard faction system, he will sometimes allow things that the list says he won't.

Yea i cant wate to check it out. LOL i tryed to make my own system but failed, i could not get me head around it LOL:P
