Right, after taking far longer than I should have, I finished it today. Some screenshots are below, but the file has been sent off to Igiss.
The system is the guard system of the Black Dragon Society, and includes a giant casino, the longest and most dangerous race track in the mod (Including mines, rocks and tunnels) which takes a good couple of minutes to fly around. Also included is a secret Samura shipyard, where the Raba is sold.
Have fun with it. Donations to a poor system modder can be sent once the system is in the mod and you've had a good fly around it.

Most of the system will not be guard so we can host races. There is also a dueling arena in the middle of a mine field (if I remember correctly).
