Hello!
I find that it really really is wrong when people post things like "guides to unlawfuls" where Hogosha is marked as "not being touched by KNF / KSP"

But it is a good thing actually!
It means that really good 60% of the playerbase believes that this is true! We have traders in game screaming how KNF / KSP are corrupt and how Hogosha run the state.

First: They don't.
Second: That's 2mil fine for dishonoring the emperor.

See. Quasi legal. Not quasi lawful, but legal. Meaning half of their jobs are legal, but when you dig down more, its rotten to it's very core. Money. That's what they're after. There's a portion of population (not majority) that really see Hogosha as heroes, and they've been there for a while now. There's no "rooting them out" now. That simply can't be done.
But that doesn't mean that they should be left to run alone.

Kusari has people that deal with this. KSP and Kempetai. KNF will get involved if they are really needed, if not, really they have more important things. You see, Kusari doesn't see a piracy of a foreign trader really as a big issue. All the ore pirated still ends up in Narita.
But ofcourse, the enforcing of laws and being an lawful state is important.
Thats why hogosha can smuggle artifacts, but cannot pirate openly.

So... Whoever thinks Hogosha can pirate freely, you're welcome to try.
Traders. I advise you to bring protection (follow kusari legal codex), and I advise you not to stain the Kusari empire with your petty words because KNF and KSP will fine you for dishonoring them and emperor.

The reason people think this, is that no-one ever bothers playing either the KSP or Kempeitai (not actually saying no-one ever does, but compared to the rest of Kusari...)

Hopefully, clearing this matter up will encourage more people into the KSP.

Mainly I see the problem with the number of incoming traders to Kusari and expecting protection. But they seem to bring more trouble than anyone wants. Not that miners aren't welcome, but I can guarantee you that if a sole faction actually bothered to form, and that faction required some escorting from Shikoku to Narita, they would receive it most of the time.

But you cannot simply force the water on your mill.
Kusari will not budge, I promise you that. Kusari had it's legal codex, it's emperor, it's council, friends, enemies, cooperations and weekly events long before mining became active. And while you can force some things like ore prices going down, miners being unable to actually take ore from the competition and general safety of Penn, the Kusari I know doesn't give a damn.
You will learn the Codex, you will learn the proper manners and you will learn how to act in Kusari or your wallet will go dry.
Sorry people, but that's just advice I give. It might not be pretty, but it is as it is.


This aside, Kusari is a gold mine. Profit to earn at every corner, as long as you play by the rules. So since we're offering you haven (Samura, Kishiro recruiting, mining as well, Hogosha smugglers, FA smuggling, GC smuggling, blood dragons piracy), you will need to become one of us to enjoy the benefits and not force entire Nation to adapt to your 5k ore filled vessel.

On Navy vessels entering Kusari.

Here's the deal guys. Kusari Legal Codex insists these vessels should stay outside of Kusari without permission, and when they insist it means they insist. Trust me, entering new tokyo and then asking permission isn't the way to go unless you want to be fined 2million and escorted out for one of many things you breached.

If you want to escort someone, do it without military forces ID because those things simply do not fly. Foreign military vessels aren't really a good thing in real life as well in your country. Noone wants them and they should stay where they are supposed to be.
Here is what will happen.
I received a report of 3 hogosha pirating in Shikoku last night, but when I arrived I found them fighting an liberty navy gunboat. I instructed gunboat to leave three times, and then, after 20 seconds I opened fire on him.
He begun to flee when he was down to 0 bats and bots and 50% hull.
That's really not the time to start listening. Time to start listening to Kusari officer is second after he speaks.

Take this guideline as a good advice written from heart. If you follow it for at least one day, you helped both yourself and Kusari to fight against the scourge of ignorant traders who are around just to make profit. And trust me, that's when Hogosha shines in their piracy and KSP shines in their not responding.
Yes, ship named OLOLOL ORE 1 will never receieve any help from any self respecting KSP or KNF officer

hope you're not planning to cover all of kusari's ways and laws, long thread for that:D

Hogosha is known not be good guys. But they are watched as "neccery evil" and if you been cought pirating, simply bribe the officer.

The fact that Kusari is at war with Bretonia gives the Hogosha even more respectability as a kind of 'Citizens Militia' or Privateer force in the war zone.

Back home, they represent both organised crime and a conservative force within Kusari.

For both the Hogosha and AFA, the KSP will intervene and prevent them for openly pirating, I have witnessed it personally. Sometimes the angry Farmers have even been known to turn on the Police!


As an aside - I personally would find it interesting for the Hogosha to get into some other types of smuggling - maybe cut a deal with the Zoners to move some of their contraband like Synth Weed, counterfeit Software or even Organs. Basically a deal like:

We wont stop you Zoners from moving that stuff, and in return we can also move it through Kusari.

Of course that wouldnt stop them from tipping off the authorities if they felt like it - upstanding citizens that they are;)


In terms of the 'other' unlawfuls - the Dragons and GC - they would encourage people to see the Emperor as they do - corrupt and illegitimate.

General slights against the Kusari people - or the honour of the Dragons (and misogynist utterings if you are a GC) - would earn a response as hostile as any a Kusarian can muster...

Oh - and the GMG aren't Kusari. Most would simply laugh at you for making such a statement. The ones who might agree are likely from Planet Honshu's minority Guild population.

GMG is autonomous. That covers pretty much what needs to be said about GMG in this thread.

Be careful with your accusations while in Kusari. Hogosha are considered to be heroes of the people by some part of population and don't forget that.
Insulting Hogosha in front of officer that believes that Hogosha stand for real things can get you in alot of trouble.

Keep in mind that all things Kusari are Kusarian and Kusarians hold it in greater value than anything foreign.
Even Kishiro has the policy of not involving with just everyone who offers business because indies tend to breed trouble instead of solving it
