Reasoning... kusari hates foreigners on principle, they believe foreigners contaminate their society, leech their resources, and are more than just a general burden on their people.
Xenos only hate foreign trade, because it caused the loss of their jobs. They dont really hate kusarians, or bretonians, or rheinlanders - they just hate inter-house trade or 'out-sourcing' which takes jobs away from the people of liberty.

On the other hand, the aspects of it from vanilla Rheinland seem to be completely gone.
Of course, in 800 there was also a FA-backed candidate for Kyushu Governor who was doing very well. Perhaps he won and helped usher in renewed feelings?
