There are very specific cases in which you can attack an underlevel, all explicitly declared. Carrying contraband isn't among those. The rule 5.3 says, that only in those specific cases can an underlevel be engaged. It isn't covered anywhere else, because this rule says that no other cases exist. Simple, really.

For convenience:
Discovery Server Rules Wrote:5.3 Characters that are level 29 and below may only be attacked if at least one of the following conditions is met:

a) They do not have a civilian ID. Recruit IDs should be respected if the person is using it appropriately.
b) They attack you first by draining your shields to 50% or disrupt your cruise engines.
c) They are at the scene of a battle between yourself and someone else and refuse to leave when told to leave. (Civilians should leave the area when combat takes place or accept the risk of being attacked if remaining. Onlookers are fair targets.)
d) Civilians who possess a CODENAME weapon may be attacked within roleplay at any level according to the piracy requirements.

Yeah this rule was a little problem tonight for a few players.

MarvinCZ cleared it already up.

If you do not find the excetions beeing fulfilled in space, please keep your hands off underlevels.
There is no need to toast a small ship with 5 units of contraband anyway.
It is like shooting a junkie with 0.1 mg of crack in his socks.

Chances are if they're that low level, they may not even know it's contraband. When someone comes screaming "Drop the cardamine or I shoot!" at you and you don't know what you've done wrong.. can hardly blame them. Roleplay letting them off with a warning.

Underleveled role becomes more and more appealing to me. Irritating everybody and not afraid of anything.

I actually wouldn't be against under-level players being a valid target if 50% of their cargo capacity is taken by contraband or pilots.

As it happens, the rule does not explicitly mention a clause in this respect, thus does not permit it. However, the poll suggests that half of the responders either do not know the correct answer or they were just answering to what they think should be right.

I've re-read the rules now and i'm fully upto speed now.

In reference to the shooting a junkie part... so you wouldn't stop a kid with a gram of smack on him?

Stopping them and shooting at their vehicle are two different things. If you want to RP them docking at a police base and being detained, that's fine, but potentially killing them by shooting at their ship, that's not.
