Murderer was a Xeno.
He travelled to Omicron Theta looking for trouble. This was considered unusual by the residents in Theta. And we're talking about people who have seen blue aliens.
When he made it back home, he discovered his guns had been damaged by the radiation in Theta and had to be replaced.
He was annoyed.
Consequences:
Guns removed for wandering too far from home.
