I also happen to be unable to do level 40+ missions in a Starflier.
Going to try with a Civilian ID.

Basically, Boss is complaining that the "No Bad ships" Plugin A & L is so keen on defending will not allow him to buy his ship with a recruit ID. It is not a bug, it is a feature. Go rep up in a defender. I am aware that is not possible, but the recruit ID does not allow tier 2 ships.

As far as I remember, Admin keeps telling us to get the rep before the ship. so eh, yes.
And there are LSF missions on manhattan, easy ones.
