The Treaty of Omega 7 - Politus - 05-21-2010

Lawful denizens of the Omegas. Today, we have made a resounding accomplishment towards the stability of Omega 7. Long fraught with turmoil over resource fields and territorial rights, the system was torn apart by the conflicts between the Independent Miners' Guild and Daumann Heavy Construction. Thanks to recent high level talks between the belligerents, a representative from the Rheinland Military, and myself representing the Colonial Republic, peace is finally within reach. With the signing of the following treaty, I hope that Omega 7 may finally settle down to a status of profit, peace, and most of all, prosperity.

The Treaty is as follows:
Treaty of Omega 7 Wrote:Article 1
Treaty parties

This treaty is signed between Independent Miners Gild, Daumann Heavy Construction and Colonial Republic.
Each party is to maintain a defensive force in the area.

Article 2
Area delimitation

To prevent any violent happenings in Omega-7 regarding mining, the territory is split into following parts, using trade-lanes in the system as demarkation line („DL“) which neither party can cross except for Article 3.
Ships of the IMG are to mine north of the DL.
DHC ships are to mine south of the DL.
Patrols will be limited to mining fields and bases which the party has ownership of and neither party can approach as close as 10k to other parties base, if not covered by Article 3 of this treaty.

Article 3
Border crossing exceptions

Article 2 can be set aside in case of escorting trade vessels, and assisting vessel's threatened by piracy.
Should vesel of either party break the DL in order to mine in other party territory, party owning the said part of the mining fields can pursue the ship beyond the DL in order to recover the goods.

Article 4
Hiring help

Neither party can hire any sort of mercenaries to hit on any party of this agreement. Breaking of this Article will void entire Treaty effective immidiately.

Article 5
Role of the Colonial Republic

Colonials are to preserve peace in the syst?m and enforce the treaty. They are therefore obliged to assist either party against pirate threats, help to intercept vessels breaking DL and patrol entire area without being in any way limited by the DL.
Unless any craft is commiting unlawful act in the syst?m, Colonial vessels will not engage it.

Article 6
Rheinland Law

All parties acknowledge not to break current laws of Rheinland.

Article 7
Treaty breakages

Should either IMG or Daumann break any of the articles regarding mining fields, patrol areas or hiring outsider help, other party is obliged to first make contact on diplomatic channels. Repercussions may but are not limited to : monetary fine, voiding treaty.

Signed and endorsed,
Secretary Politus Aquila
Ministry of Foreign Affairs
Colonial Republic

From: Admiral Auztin Engels
To: To IMG

Guten Tag,

I am very glad that peace talks have occured between DHC and IMG factions and hope that this will indeed solve many of the deteriating issues that have plauged the asteriod fields of Omega 7. But I am quite curious of who was the RHeinland Military representive present when the respective parties signed the agreement, because the Primary Fleet High Command got no message or notice of this event.

Signed,
Admiral Auztin Engels

I am sorry to bust up this party but i am quite concerned by the contents of Article 2 as it seems to state that CR will have military superioty over everyone in Omega 7 and that BOTH IMG and DAUMANN will acknowledge all instructions given by CR. I am sorry but I protest Daumann does not take orders from anyone other than from their own high Ranking Staff or RM Military.

It further states that in disputes CR has the final decision WHAT? I will Respect the North-South Borderline but in no way will I take orders from a Colonial Spick!
I ask Daumann to review this Article 2, there must be a balance of power or a third party who has the last say THAT is NOT BIASED TOWARDS one side as we know the CR is with the IMG.

Thank you for voicing your concerns, Captain Rocksplitter. However, you don't know what you're on about, and if you threaten the stability of Omega 7, we will be forced to take action. That entire clause is about us enforcing the rules, because without someone to act as an enforcer, there's a chance that fools like you won't follow them. As you saw, we only instruct if it is relevant to the situation. Like if you're shooting down IMG pilots, or "IMG Sympathizers," we'll instruct both sides to blacklist you like you deserve.

We may have bias, but it is insignificant. We owe our livelihood to Rheinland, we're not going to mess it up, no matter what a fool like you says. After all, you have demonstrated that you both don't know what you're talking about, and have no intention of supporting the peace.

Daumann reviewed all sides of the treaty in the high-level talks. Again, another example of you not knowing what you're on about. Surely you trust your leader to know what's best?

Signed,
Secretary Politus Aquila

Colonial Republic

I have to agree with Captain eh....Rocksplitter? on this one....
I think this agreement is between the long term rivalry between the IMG and Daumann.
I am not sure the =CR= should be involved with this. The only reason they are involved with it now is because we called for their help regarding certain "circumstances" in the Omega's.
If we are to have a third party enforce this agreement, then perhaps it should be an un-biased force, and obviously the =CR= is biased towards the IMG|.
But I would rather like to think that a third party source of enforcement should not be necessary between two peaceful groups...
Either way, before this agreement has my full support, I will have to speak to our primary director, Mr. Hargreaves, about the specifics regarding its contents.

Kynolm out.
