Subject: Concerns about Commander Ciana

Greetings

For the sake of a fair explanation of events, I have copied all those involved into this channel. They are free to enter and dispute or support the events I am about to describe.

To begin with I should explain how the whole situation started two days ago. Unfortunately I fave few records of the events leading up to Commander Ciana's concerning actions.

Two days ago, we recieved a visit in Minor from an old friend of the Order; Micheal King. During our convosation, he revealed that he was looking for an LSF agent by the name of Brian Scott, who he confirmed was MIA after a recon mission in the Omicrons. This suprised me, since I had flown alongside an Order agent named Brian Scott during our mission to escort Admiral D'Souza to Chugoku the day before. Fearing our security had been breached, I shared my suspicions with the Wedjat and resolved to investigate the matter personally on behalf of the Preserver network.

The opportunity to speak to Agent Scott came the next day when I met him in Orbit of Toledo. I did not document our early convosation (he may have) but I eventually confronted him about my convosation with King and my suspicions that he had infiltrated the Order on behalf of the LSF. His story checked out however, matching what I had learned from King and showing no inconsistencies. I was happy to believe that his defection to the Order was sincere. Towards the end of our convosation I added commander Ciana and Ensign Frederick to our comm group and continued the convosation. Commander Ciana however took an immediately hostile stance towards Agent Scott, insisting on further interrogation. While not entirely unjustified, I believe her conduct throughout the whole incident is indicative of an unstable psychological condition.

What follows is the comm logs and Isis security footage starting from the moment Ciana and Frederick joined the comm group, compiled by Ensign Frederick. There are a few missing sections where data was unreadable or corrupted but from memory, nothing of great importance is lost in these sections and I think the others will confirm this.

ORDER|CPL.CHRIS.LEIGH: Greetings.
BRIAN.SCOTT: Well, I remember only Kyle Cross. We worked in a so-called trio.
ORDER|CPL.CHRIS.LEIGH: Continue, Scott.
BRIAN.SCOTT: Cross left before that operation and got on the top of Liberty most-wanted list in a moment... Normann and I joined the LSF.
ORDER|CPL.CHRIS.LEIGH: What about the operation that led you into the Omicrons?

ORDER|CDR.CIANA: I should shoot you for that.
BRIAN.SCOTT: I couldn’t withstand my last navy operation, but what the LSF were doing... That was even worse.
ORDER|CPL.CHRIS.LEIGH: King did say you were unhappy with the LSFs conduct...
BRIAN.SCOTT: So, I chose to participate in recon missions... It was easier that way... No experiments, only fair fights with nomads... At least better than seeing that... My last assignment was in Delta...
ORDER|CPL.CHRIS.LEIGH: We are aware of some of the experiments being conducted by the LSF. You don't need to go into detail.
BRIAN.SCOTT: My dossier contains all info on it.
ORDER|CPL.CHRIS.LEIGH: I've seen it now yes. So you are not here on behalf of the LSF?
BRIAN.SCOTT: Why should I? I had an escape pod with newest systems... I simply could return if I wanted.
ORDER|CDR.CIANA: So back to you. You will land on Isis and I personally will lead the interrogation.
ORDER|CPL.CHRIS.LEIGH: Not to accuse you of anything yet, but how do we know that your destruction and joining of the Order was not a ploy to gain access.
ORDER|CPL.CHRIS.LEIGH: Hold on, Commander.
BRIAN.SCOTT: But I do not want to return... So they still consider me MIA.
ORDER|CPL.CHRIS.LEIGH: I don't think this man is a spy. The LSF are still looking for him.
ORDER|ENS.H.FREDERICK: This is not an alibi.
ORDER|CDR.CIANA: I don't care what you think. He will land right now and I ask him or I shoot him down.
BRIAN.SCOTT: I'm already there, commander.
ORDER|CDR.CIANA: Alright.
ORDER|CPL.CHRIS.LEIGH: His story checks out, Commander. I have evidence from Michael King that he is MIA from the LSF.
ORDER|CDR.CIANA: *Brian is brought to a special room and is connected to a lie detector* Alright, let's prove your Story.
BRIAN.SCOTT: So, you don't trust me still... You do know I've passed some training in LSF.
ORDER|CPL.CHRIS.LEIGH: Not to undermine her authority, but Commander Ciana trusts no one.
ORDER|CDR.CIANA: No, I don't *She takes her dagger out of the pocket on her overall*
ORDER|CPL.CHRIS.LEIGH: Commander, what are you doing?
ORDER|CDR.CIANA: Nothing... Just waiting for him to start.
BRIAN.SCOTT: So even the best lie-detectors may fall *smiles* But how else can I prove it *his face gets serious*
ORDER|CDR.CIANA: *Ciana's face is without emotions, but her blue eyes are like a pair of rocket launchers.*
ORDER|CPL.CHRIS.LEIGH: I should have to remind you that causing stress or trauma will skew with the lie detector results, Commander.
ORDER|CDR.CIANA: Well, I can prove it on other ways... Take this as a little trust.
ORDER|CPL.CHRIS.LEIGH: Not to mention the moral implications...
BRIAN.SCOTT: Do you know how that works? You should ask a question first, answers are "yes" or "no".
ORDER|CDR.CIANA: *Ciana turns around to Chris* Just shut up and let me do this here, alright? Fine.
ORDER|ENS.H.FREDERICK: *Henry stand in front of monitors, showing the room with all the others inside. He thought it will not be the best idea to come in*
ORDER|CPL.CHRIS.LEIGH: I cannot allow you to torture him, Commander. We cannot sink to that.
BRIAN.SCOTT: That's why I left the LSF...
ORDER|CDR.CIANA: I know how it works *an icy smile is on her face* Alright. How did you managed to go away from them?
BRIAN.SCOTT: From whom?

BRIAN.SCOTT: It was actually destroyed in Delta... So yes.
ORDER|CDR.CIANA: True, good for you. Have you already told someone about your past or about this story?
ORDER|CPL.CHRIS.LEIGH: He told me yes.

ORDER|ENS.H.FREDERICK: We have to stop him now!

ORDER|CPL.CHRIS.LEIGH: How did the Nomad show you it was looking for him?
ORDER|CDR.CIANA: We have a person in hangar that could be infected*
ORDER|ENS.H.FREDERICK: I don't know, I just saw him, like a holophoto or something like that, like he was just in front of me.
BRIAN.SCOTT: Ahh, great... So I really might be sent to scientists now... Not the best opinion...
ORDER|CPL.CHRIS.LEIGH: This is very strange.
BRIAN.SCOTT: Frederick, are you hallucinating?
ORDER|ENS.H.FREDERICK: *nervous* I really don't know. Damn, I have a feeling of that thing inside my head.
ORDER|CPL.CHRIS.LEIGH: It was. That's why.
BRIAN.SCOTT: I'm in front of you... *Brian's really there*
ORDER|ENS.H.FREDERICK: No, no, no, and definitely no. It was not a hallucination, it was like now. But I knew that you are on that ship, not in my cabin.
BRIAN.SCOTT: Did that nomad?... He might indoctrinate you!!
ORDER|CPL.CHRIS.LEIGH: Not likely. Frederick is showing no signs of indoctrination.
BRIAN.SCOTT: Why should all this happen today?...

ORDER|CPL.CHRIS.LEIGH: *Chris rushes into the hangar behind* what the hell is going on?
ORDER|ENS.H.FREDERICK: *Henry puts a hand upon his holster*
BRIAN.SCOTT: *Scott hesitates and jumps aside* *No shoots are made* what’s happening after all!!?!!
ORDER|ENS.H.FREDERICK: Maybe you know?
BRIAN.SCOTT: How would I?...
ORDER|CPL.CHRIS.LEIGH: I might know...
ORDER|CDR.CIANA: *Ciana opens fire right in the moment he moves and the bullet misses Scott* Alright.
BRIAN.SCOTT: *Scott takes cover*
ORDER|CPL.CHRIS.LEIGH: *Chris draws his weapon* Commander! Hold your fire!
ORDER|ENS.H.FREDERICK: *Henry jumped to the cover of his ship*
BRIAN.SCOTT: *He's behind the crates, but hesitates to fire*
ORDER|CPL.CHRIS.LEIGH: I think I know what is happening here, Commander... Hold your fire...
BRIAN.SCOTT: Why are you after me?!!!!!!!
ORDER|CPL.CHRIS.LEIGH: Everyone take the fingers off the triggers!
ORDER|CDR.CIANA: *Ciana ignores him, she fixes the place where Scott hides* you moved while I told you to give me your gun.
BRIAN.SCOTT: You were aiming at me!
ORDER|CPL.CHRIS.LEIGH: *Chris fires at the deck near Ciana's foot* Commander, drop your weapon! You too, Scott!
BRIAN.SCOTT: *Scott is well-protected there*
ORDER|ENS.H.FREDERICK: Chris, what did you want to say? *He was still aiming at the crates*
BRIAN.SCOTT: Right, you were about to shoot me! Let Chris talk...
ORDER|CPL.CHRIS.LEIGH: Young nomads are particularly attuned to emotions. They can pick up on human thoughts and emotions.
ORDER|CDR.CIANA: *Ciana turns round and her gun is right between his eyes* Bad choice, Cpl... Really bad choice *her voice is like fluent ice*
ORDER|CPL.CHRIS.LEIGH: Actually, your anger might've summoned that nomad.
ORDER|ENS.H.FREDERICK: *Henry holsters his gun and stand between the Scott and the Commander Ciana, just to be sure*
ORDER|CPL.CHRIS.LEIGH: The Nomad picked up on that. It sensed his fear and reacted. Young nomads are almost childlike. It wanted to help him. That is why is showed Scott to Ensign Frederick.

BRIAN.SCOTT: That's why I felt that... Something...
ORDER|CPL.CHRIS.LEIGH: It was trying to find the source of that powerful emotion.
ORDER|ENS.H.FREDERICK: So it wanted me to help him?
ORDER|CPL.CHRIS.LEIGH: I think so, yes.
BRIAN.SCOTT: Now do you want to gun me down, Commander?
ORDER|CDR.CIANA: To help him what? Infecting other people?
ORDER|CPL.CHRIS.LEIGH: No for frack sake, Commander!
BRIAN.SCOTT: *He watches right into Ciana's eyes*
ORDER|ENS.H.FREDERICK: Commander, Chris already told that there is nothing about being infected.
ORDER|CDR.CIANA: No, I will put you into a cell and let the scientists, just to be sure.
BRIAN.SCOTT: *There is no sign of infestation on Brian's face*
ORDER|CPL.CHRIS.LEIGH: That is not necessary, Commander. Stand down, Ciana. This has gone too far.
ORDER|CDR.CIANA: I decide what is necessary, not you Cpl.
ORDER|CPL.CHRIS.LEIGH: You are letting paranoia control your actions... I suggest you take a rest, Commander. This paranoia is not helping anyone.
ORDER|CDR.CIANA: If I were that "Paranoia" as you said, I would have shot him down right when he entered Minor.
BRIAN.SCOTT: *Scott keeps silence. He watches at his new friends and at Commander*
ORDER|ENS.H.FREDERICK: *Henry looked around him, first at Brian and then at Ciana*
ORDER|CDR.CIANA: And you won't order me around, Cpl.
ORDER|CPL.CHRIS.LEIGH: I'm not ordering you to do anything, but I don't think you are fit for a duty at the moment, Commander.
ORDER|CDR.CIANA: There are only two persons I take Orders from, and you are not one of them *her voice is dangerous smooth*
ORDER|ENS.H.FREDERICK: *Frederick made several steps backwards to Brian*
ORDER|CPL.CHRIS.LEIGH: As I'm well aware, Commander. I can't ignore your behavior today though, you are ill Ma'am.
BRIAN.SCOTT: Brian is a bit confused now*
ORDER|CPL.CHRIS.LEIGH: This paranoia is causing you to act in a way that is not helping our goals.
ORDER|CPL.CHRIS.LEIGH: We aren't maniacs, we don't torture prisoners.
BRIAN.SCOTT: Killing an agent is not the best opinion, Commander.
ORDER|CDR.CIANA: I never tortured anyone. I didn't ever harm him.
ORDER|CPL.CHRIS.LEIGH: You would have though, don’t deny it.
ORDER|ENS.H.FREDERICK: *Henry turned around and whispers* I don't know what this will come to, but give me your gun, I will not let anyone harm anyone *after that he put his hand on back*
BRIAN.SCOTT: *Scott hands over his gun*
ORDER|CPL.CHRIS.LEIGH: Ever since I've known you, Commander, you've been a hard arse but never a psychopath. That changed today.
ORDER|ENS.H.FREDERICK: *smiles* Ok, Commander the agent now has no weapons but this is definitely not a reason to put him into a cage.
ORDER|CPL.CHRIS.LEIGH: You would have shot all three of us and tortured Scott to death if you'd had to.

BRIAN.SCOTT: It's not my fault when I'm considered New Chancellor Neumann...
ORDER|CPL.CHRIS.LEIGH: You still would have tortured him, Commander. We do not do that to prisoners.
ORDER|CDR.CIANA: Says a shiny little Cpl who shoots on a Commander.
BRIAN.SCOTT: Says a Commander who shoots at anyone given a chance... *Scott tells it as if it was a joke*
ORDER|CPL.CHRIS.LEIGH: I wasn't trying to hit you. I was trying to get your attention.
ORDER|ENS.H.FREDERICK: Commander, don't forget the rules. If the top officer can't control himself, another officer takes the command.
ORDER|CPL.CHRIS.LEIGH: I'm no officer but I know someone unfit for command when I see them.

BRIAN.SCOTT: *Scott leaves. Although he tries to conceal it, it's clearly seen that he's tired. Scott won't be seen until tomorrow*
ORDER|CDR.CIANA: You believe what you say? Alright, I believe in facts and this person showed all the facts I needed to ask him these questions.
ORDER|ENS.H.FREDERICK: And you've believed in the things that only I have seen. Not a nice position.
ORDER|CDR.CIANA: So if you don't like my methods then go to the High Command and complain about it. Do it and tell them the lies that I tortured prisoners, that I shot down Officers.
ORDER|CPL.CHRIS.LEIGH: You didn't, but you almost did.
ORDER|CDR.CIANA: Tell to them, you will see which one is believed more. You or me. Let's find it out.
ORDER|CPL.CHRIS.LEIGH: I'm not going to lie to them, but believe me, they will hear of this.
ORDER|CDR.CIANA: If there is nothing further, Cpl. * She speaks like it would be an insult* I have better things to do than arguing with you. Oh, and take care of yourself... Sometimes even on Isis there are accidents. *Ciana says and walks out of the Hangar*
ORDER|CPL.CHRIS.LEIGH: Very well, Commander.
ORDER|CDR.CIANA: *Henry sits down to the crates that have saved Scott recently*
ORDER|CPL.CHRIS.LEIGH: *Chris shoulders sag* Fracking hell, this has been a long day...
ORDER|ENS.H.FREDERICK: Today I've lost my psychical virginity and argued with the Commander *laughs nervously* Great. I have a pair of beers in my room, you are always welcome, Chris. Seems i will not be able to sleep today.

As you can no doubt see, Ciana was awfully willing to torture Agent Scott and when the charged emotions in the area attracted the attentions of a young Nomad she was very quick to jump to the conclusion that Scott was infected, despite showing absolutely no symptoms of it whatsoever. No doubt others among us, maybe even admirals of High Command, have noticed seperate incidents where Commander Ciana has shown extreme paranoia towards almost literally everything.
I am not exactly sure what I am hoping to achieve with this report but it is something that concerns me deeply. I am beginning to think that Commander Ciana is a danger not only to herself but also to her fellow Order operatives. I only ask that High Command investigate the matter fairly and take whatever action they see fit.

This is the transmission to the Order High Command. For the record: yes, I had been an agent of the LSF before joining the Order. Most info can be found in my dossier,
and corporal Leigh knows the rest.
Unfortunately, I don't have logs of Leigh's questions
and my answers, but almost everything relevant is contained in those logs you were provided with.

As for commander's behavior, I admit everything that can bee seen on these Isis camera records. The interrogation process involved threats of torture.

Talking about the second issue, I have to admit that I disobeyed the order and did not hand over my gun, but that can be explained by stress caused by interrogation
and the nomad activity.

In the meantime I shall remain on Isis to pass those tests the commander ordered me to pass. It might take a while. After that any inquires will be responded.

As for torture, we don't torture other humans. It was just empty threats.
We will conduct an investigation nevertheless.
