Reason : "You're a criminal, we're police. Then we engage you". Even if they didn't see me pirating, neither smuggling, neither doing any forbidden activity. This argument is so easy and so stupid.
I give 3 millions on each head. I also give 1 million bonus if I see a REAL engagement notice.
