Answer: VIP's have no declared nationality that I know of, they just pay good money to get from Cambridge to Honshu. Also, please see "Note" at the bottom of original post.

Also, there is another problem with the AoR vs BLS event, so one merc faction and an outcast faction wouldn't be able to attend.

If they're diplomats we'd need to know. It would also imply that the war is heading towards a conclusion, which it isn't. It's escalating. See: Nagasaki in the Beta.
Also, this looks like the BLS is becoming yet another Outcast faction and isn't sticking to its smuggling mandate. Fair enough, I guess.
